Accountant/Personnel Specialist

The Springfield Parking Authority is recruiting for an Accountant/Personnel Specialist, responsible for reconciliation of account receivables, weekly payroll, cash flow and budget reports; accounts payable and annual audit assistance. This position assists the Comptroller with financial analysis of Authority functions and handles all personnel forms, being responsible for compliance with all federal, state and local regulations. You will receive and deposit parking funds, reconcile bank statements, deposits and contractor receipts. You will verify monthly parking billing and automatic credit card payments. You will answer phone calls, schedule interviews, assist job candidates, plan new employee orientation and maintain employee tax and insurance records. This position has frequent interaction with the public, including transactions, phone calls and email as needed.Desirable skills: Ability to understand and apply standard accounting principles and procedures, use accrual and cost accounting systems, prepare budgets and financial reports and analyze and apply governmental regulations. Ability to interpret data, conduct analysis and prepare reports in clear. concise manner. Proficient knowledge of PC based software programs. Ability to establish and maintain effective working relationships with staff, contractors and the general public. Candidate should have excellent written and verbal communication skills, as well as organizational ability and interpersonal skills.Education and/or experience: Required: Bachelor’s Degree in Accounting, Finance or Business and four years professional accounting/bookkeeping experience; OR an associate’s degree or high school diploma and additional schooling in bookkeeping supplemented by eight (8) or more years responsible managerial, administrative experience and expertise in accounting, budget management and governmental finance practices; or an equivalent combination of education, training, and experience. Candidates must also have strong customer service orientation, ability to work independently, and strong communication skills. Strong Excel and QuickBooks skills required, along with proficiency with Microsoft Windows environment, word processing, database management, electronic calendars, and email, such as Microsoft Outlook.Preferred: Master in Business Administration; licensed as a Certified Public Accountant (CPA) by the MA Board of Public Accountancy.
