Associate Manager of Grants and Special Funds

General Description: Under the direction of the Manager of Grants and Special Funds, analyzes and reviews government and private grant funds, prepares grantor, donor and auditor-requested reports, requests funding, and ensures proper compliance with agency and/or donor requirements.  Primarily responsible for all government grants and contract reporting and related activity. Prepares gift reconciliation between the Development and Finance systems and performs year-end pledge receivable accounting and analysis.  Processes the bi-weekly payroll journal entry and provides General Ledger activity reports to various departments based on payroll analysis. Reconciles monthly grant activities to budgets and subsidiary ledgers and corrects erroneous charges in the Library’s general ledger system.  Verifies and prepares journal entry requests and assists with maintaining receivables and revenue ledgers.  Responsible for the monthly reconciliation of the City Expense Report and tracking and billing of government grants receivable. Assumes responsibility as assistant security officer for the City of New York Financial Management System (FMS) for the Library and ensures timely reimbursements for capital and operating outlays.  Assists with the preparation and coordination of the Federal A-133 audit and all other government audits and reporting requirements. Acts as a liaison with the Library’s Development, Foundation and Government Relations offices to obtain donor, government grant/contract agreements, award letters, budget information and reporting requirements.  Acts as a liaison with the Library’s Budget Office to obtain the necessary information to perform monthly reconciliations and journalize entries for timely reporting. Assists Manager with the preparation of the year-end audit, including generating reports requested by the auditors, utilizing PeopleSoft and/or other reporting applications. Supervises staff as needed. Performs related duties as required.

 

Eligibility Requirements:  Bachelor’s degree in Accounting and successfully demonstrated accounting experience involving government grants or fund accounting and proven knowledge of accounting principles.  Working knowledge of accounting for grants and donor-restricted funds.  Excellent interpersonal and oral and written communication skills, including demonstrated ability to work effectively with administrators on a professional level.  Successfully demonstrated ability to work well with minimal supervision and review established procedures and suggest operational improvements, as appropriate.  Demonstrated ability to audit and organize work, accurately perform detailed tasks, lead projects, and follow through on assigned tasks to achieve deadlines and goals. Good mathematical and analytical skills, reliability and flexibility.  Experience with computerized accounting software and intermediate or advanced level competency with Microsoft Excel.  Experience with PeopleSoft financial applications preferred. Supervisory experience preferred.
