Degree and Area of Specialization:

BA/BS in business, math, science or related field; Master's preferred.

 

Minimum number of years and type of relevant work experience:

4-5 years experience within a multimillion dollar federally funded project including scheduling, estimating, cost and budge, control, progress reporting, change control and financial analysis preferred.  Analytical and accounting skills necessary to prepare multi level work breakdown structured budget is required.  Must also possess the ability to communicate effectively in oral and written forms with faculty, researchers and staff at all levels.

 

Principle Duties:

The Great Lakes Bioenergy Research Center (GLBRC) is a $25 million dollar, multi-institutional, research program that will conduct fundamental, genomics-based research to design the microbial and plant systems needed to realize the potential of biofuels. The vision of the GLBRC is to become a worldwide center of excellence for research and development of celluosic ethanol and other bioenergy products.  A new facility will be constructed to house this research program and the number of staff and funding support is expected to increase with this endeavor.

 

The GLBRC, which is divided into 6 Thrusts, encompassing 50+ Projects, is housed at the University of Wisconsin-Madison with collaborators at Michigan State University along with other academic, private sector and national laboratories.  This position serves as a budget/schedule manager developing and maintaining detailed baseline budgets and schedules for each Thrust/Project current project year and developing high-level budget schedules for the remainder of the project. 

 

Primary duties will include: 

 Establishing a detailed project plan that supports the GLBRC scientific goals as described in the GLBRC proposal and Cooperative Agreement; Working together with the Operations Director and the CTO to provide the Thrust Area Leaders with budget information on all projects and core laboratory or computational facilities and ensuring that each project operates within its financial budget; Preparing monthly comparisons of actual resource against budget; Providing Project Leads and Thrust Area Leaders with information to effectively conduct quarterly reviews on each project; Providing information to the CTO for completion of the Annual Progress Report to the Department of Energy (DOE) that will contain a summary of the major accomplishments compared to the milestones set forth by each Thrust Area; reporting on the scientific progress towards meeting the objectives of the Center, Thrust Areas and projects, including any significant findings, conclusions, developments or recommendations for future changes. Measuring actual cost of work performed against project milestones; preparing annual bottom-up cost estimate, schedule and milestone report for submission to DOE; Identifying and monitoring risks, implementing appropriate risk mitigation strategies; Developing and maintaining mechanism for identifying and managing changes to ensure that budget and performance impact are tracked and recorded;  implementing approved changes to the project plan; Ensuring that adequate project management control and reporting systems are implemented.

 

In addition, the budget/schedule manager will assist with Annual Reviews of the Scientific Advisory Board (SAB) and Department of Energy (DOE) site visits and assist the Scientific Director in the direction of the Emerging Opportunities Grant program.

 

This position will report to the Operations Director and work directly with the CTO and Thrust Area Leaders and the Thrust Leadership Councils during the yearly baseline budget reviews.  This position will also be responsible for oversight of the Thrust budgets/schedules that are operating out of Michigan State University.
