The mission of the Boston Public Health Commission is to protect, preserve and promote the health and well-being of all Boston residents, particularly those who are most vulnerable. BPHC now has an opening for an experienced self starter to manage the administrative and financial functions within the SAS/ID Bureau.
DUTIES: Reporting to the Bureau Director, SENIOR LEVEL POSITION is responsible for overall Administrative Management of Bureau programs and other BPHC initiatives as assigned. Expected to familiarize themselves with all administrative processes to insure that all programs within the Bureau follow them. Represent Bureau for Administrative Departments (Finance, Human Resources, Labor Relations, Office of Procurement and Contract Compliance, Operations, ITS)
Work in a confidential capacity with the Bureau Director. Maintain the fiscal integrity and compliance with control requirements of assigned public health programs. Maintain all program financial records for City of Boston and external funding sources including: budgets; purchases; payroll; billing; personnel transactions; grants and contracts; and grant and contract applications. Enforce BPHC policies and procedures regarding internal control issues within Bureau. Work with the Budget Director and directs the Bureau budgeting process; monitors expenditures, informs/advises Bureau staff of adherence/variance to budgets.
Develop and implement subcontractor fiscal monitoring practices and compliance. Work with Revenue and Billing Administrator and manages Bureau third party billing process, maximizing income resources. Ensure collection and deposit of funds for all permits issued by Bureau programs. Act as liaison to fiscal services of BPHC, RSGA and external agencies.
Ensure that all Financial/Administrative reports are produced in a timely manner, including Service Delivery Reports. Ensure compliance with grant and contract requirements. Prepare all fiscal and administrative materials for grant/contract proposals; ensure satisfactory fiscal/admin reporting to funders.
Manage the purchasing process; Solicit bids and RFPs as required by BMC; and maintain equipment inventory. Train staff in fiscal skills and operations; Implements and monitors HR policies and procedures. Oversee the personnel administration system, including recruitment, hire, termination and payroll processes. Manage staff development and training as appropriate. Develop and implement new employee orientation with programs. Manage fiscal and administrative program staff within the Bureau as directed. Analyze BPHC and RSGA financial reports as needed by staff, to describe program activities/finances.
Prepare monthly financial reports within the Bureau in conjunction with the Budget Director. Coordinate financial and administrative activities across all programs within the Bureau and across BPHC bureaus. Provide supervision to assigned staff. Make and recommend management and personnel decisions regarding program, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline. Represent management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings. Recommend, review and assist in the creation of proposals for collective bargaining on behalf of the program and may attend and participate in collective bargaining as a management representative. Other duties as required.
MINIMUM RESIDENCY QUALIFICATIONS:
Living within the actual city of Boston is required, or willingness to relocate to Boston within 6 months of hire. This is a City Ordinance and a minimum requirement of all positions at BPHC. If you do not live in the city of Boston but are willing to move into Boston, please state so in your cover letter.
MINIMUM POSITION QUALIFICATIONS:
APPLICANTS MUST HAVE 5 TO 10 YEARS OF FOR-PROFIT, NOT-FOR-PROFIT, AND/OR GOVERNMENTAL ENTITY EXPERIENCE REQUIRED WITH DIRECT SUPERVISORY RESPONSIBILITY.
PRIOR EXPERIENCE WORKING WITH GRANTS AND CONTRACTS REQUIRED.
BA/BS required, (Business Administration, Public Administration, Finance, Accounting preferred): Masters degree preferred.
Prior experience working with city/municipal, state and federal agencies a plus. Excellent communication, interpersonal, and organizational skills. Must be self-motivated with the ability to work effectively as an individual and as a member of a team. Must be process oriented, capable of influencing without direct control and possess strong project management skills. 3+ years supervisory and delegation experience. Additional skills required include: initiative; attention to detail; and system orientation. Strong computer skills including Excel spreadsheets and word processing required.

HOURS: Full time salaried management position SALARY: $65,000 – 75,000 annualized range, DOE
