DESCRIPTION:         The Maryland Transportation Authority is an independent State agency responsible for the financing, construction, maintenance, administration, and operation of all toll facilities throughout Maryland.  The Authority is seeking a highly qualified, experienced leader for the position of Chief Financial Officer.  The Chief Financial Officer (CFO) is responsible for providing direction and guidance to all of the Authority’s financial functions, including accounting, budgeting, investment management, and debt management.  The CFO participates in and assists with the development of the Consolidated Transportation Program (CTP), and monitors the progress and spending of the program during the fiscal year.  The CFO is the principal advisor to the Authority Members and Executive Secretary on financial matters.  The CFO is responsible for preparing and making presentations to the credit rating agencies.  The CFO oversees contracts with outside vendors (consultants) for specialized accounting and financial services.  This senior management position serves at the pleasure of the Authority Members. 

POSITION REQUIREMENTS:

                                   

EDUCATION:    Undergraduate degree in accounting, business, finance, or a closely related field.  Preferred qualifications include an MBA/MPA and/or CPA

 

EXPERIENCE:   Ten (10) years of progressively responsible experience in public financial management and budgeting, with five (5) years of supervisory experience at a senior management level. Revenue bond financing experience is a plus.
