Compliance Program Manager

The Situation

The Internet Corporation for Assigned Names and Numbers (ICANN) is an internationally organized, non-profit corporation that has responsibility for Internet Protocol (IP) address space allocation, protocol identifier assignment, generic (gTLD) and country code Top-Level Domain name system management, and root server system management functions.

As a private-public partnership, ICANN is dedicated to preserving the operational stability of the Internet; to promoting competition; to achieving broad representation of global Internet communities; and to developing policy appropriate to its mission through bottom-up, consensus-based processes.

Top Level Domain (gTLD) names ending with .aero, .biz, .com, .coop, .info, .museum, .name, .net, .org, and .pro can be registered through many different companies known as “Registrars”. The "Registry" is the authoritative, master database of all domain names registered in each Top Level Domain. The registry operator keeps the master database which allows computers to route Internet traffic to and from top-level domains anywhere in the world. Both Registrars and Registries maintain contracts with ICANN.

ICANN is seeking a Compliance Program Manager to oversee the compliance by Registries and Registrars with their contractual obligations.

 

The Position

The Contractual Compliance function is of prime importance to the Internet community as its activities help to ensure protections for registrants and a level-playing field for those who provide important registrant services. This is an expanding function that is facing significant growth in activity and responsibility. The Compliance Program Manager will be responsible for all compliance activities as well as creating, publicizing, and meeting strategic goals.

The Compliance Program Manager will lead the compliance organization through its growth. One component of this effort will be the planning and scheduling of compliance audits and other activities and the planning of resources to support them. Another component will be building a data mining strategy that will lead to insightful and evidence-based reports. A third component will be the development of a communications strategy.

The Compliance Program Manager will lead the effort to keep activities of gTLD Registries and Registrars within their contractual commitments. The position requires the ongoing development of the audit function, statistical analysis and effective communications with both the ICANN Board of Directors and the public.
