DIRECTOR OF FINANCE
SUMMARY OF FUNCTION:
Under general direction, oversees and manages the staff and functions of departmental financial operations in accordance with Generally Accepted Accounting Principles (GAAP), federal, state, and local codes, and county policies. Plans, directs, implements, and evaluates the preparation and distribution of periodic financial statements, budgets, forecasts and trends analysis, revenue and expenditure projections and other financial activities. Oversees grant development and reporting, contracts and purchasing, and accounting functions.
EXAMPLES OF WORK PERFORMED:
Plans, directs, implements, and evaluates all aspects of finance and accounting, financial reporting and financial staff. Oversees and develops annual departmental budget submission. Monitors expenditures and revenues and directs preparation of budget transfers as needed. Conducts highly complex and/or specialized financial analyses and studies for the department. Analyzes historical revenue and expenditure trends and forecasts future trends. Oversees preparation of, reviews, and evaluates financial reports and information. Conducts long-range financial planning; researches new financial processes, develops financial policies and procedures; evaluates current and proposed financial software and recommends improvements. Hires, trains, directs, and evaluates staff performing financial functions. May manage departmental functions such as human resources, information systems, purchasing, facilities management, or other similar functions. May respond to financial inquiries from departmental staff, other county fiscal representatives and the public. May manage plan, coordinate, organize, analyze and report on county-wide activities such as financial reporting, accounting, payroll, taxes, cash receipts and disbursements, investments, budgetary controls, audits of financial and internal control systems, consolidations, and fixed assets. May oversee maintenance of county-wide financial system information and related finance, accounting and auditing practices; manage the preparation of statements reporting the financial position and results of the county; or manage, implement and monitor county auditing systems and procedures. May manage the independent appraisal activity throughout the county’s fee collecting offices. Performs other job-related duties as assigned.
QUALIFICATION REQUIREMENTS:
Education and experience equivalent to:
Graduation from an accredited four (4) year college or university with a degree in Finance, Accounting, or related field, plus a minimum of eight (8) years of professional level financial analysis or accounting experience, including at least two (2) years of supervisory or managerial experience.
Preferred:
Master’s degree or professional certification.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
Generally Accepted Accounting Principles (GAAP) and standardized financial, accounting and auditing practices. Federal, state and local government code. Computer systems and standardized financial/accounting software.
Skill in:
Developing highly complex financial spreadsheets and financial trends analyses. Reviewing financial reports. Long range planning and evaluating financial processes. Development of financial policies and procedures.
Ability to:
Analyze, calculate, forecast and interpret complex financial data and identify errors. Hire, train, manage and evaluate the work of others. Communicate effectively, both orally and in writing.
