Director of Payroll

Reporting to the Chief Financial Officer, the Director of Payroll plans, organizes, directs and evaluates the execution of all payroll functions for the School District of Philadelphia. The Director oversees, through subordinate supervisory personnel, the activities of a large staff engaged in processing a large volume of timely and accurate wage and salary payments on a bi-weekly basis for District employees; oversees process improvement, reengineering, customer service and training; and interfaces with various departments as well as unions and schools, on an ongoing basis, to ensure quality and timely input.

Duties include planning, organizing and directing the activities of staff  engaged in the processing of all School District payrolls, including regular and supplemental payrolls; determining, defining, outlining and monitoring policies and operating procedures for achieving departmental goals and objectives; establishing efficient and effective procedures for processing payroll adjustments, termination payments, deduction payments and general payroll inquiries; and developing written procedures, as well as performance and quality standards to ensure that outstanding customer service is provided.

In addition, the Director serves as a troubleshooter to resolve payroll issues; works with Human Resources, Information Technology (IT), Systems Administration, unions and the schools in the resolution of problems; reengineers and redesigns payroll processes and procedures to ensure continuous  improvement; maintains the flow of all payroll input through the automated payroll system; performs selective audits to insure accuracy for each payroll run; performs all necessary banking functions to include reconciliation, reporting of control totals, follow-up and any necessary IT interface; develops and issues informational materials concerning wage and tax information, payroll policies and procedures, and payroll timetables; coordinates, directs and issues financial decisions regarding changes or modifications to the automated payroll system, and/or payroll processing and the related function of check oversees the timely processing of all specialized transactions, distribution;  including levies, garnishments, tax-sheltered annuities, tax waivers, withholding allowance certifications and direct deposit applications; determines and processes payroll taxes; and performs related duties as required.

Position Requirements

1. Bachelor degree from an accredited college or university in business or public  administration;

And

2. Ten years of full-time, paid, professional experience in the performance and analysis of complex fiscal management procedures including payroll operations for a large public jurisdiction, utility or corporation, five of which have been in a supervisory or administrative capacity.

Note: A master’s degree in business or public administration or a directly related area may be substituted for two years of non-supervisory experience.
