DESCRIPTION:The Moores UCSD Cancer Center is seeking a Fiscal Analyst to be responsible for the design and preparation of the Cancer Center’s comprehensive complex annual operating budget consisting of a portfolio of funds totaling approximately $10 million. Perform in-depth analysis of funds, comparisons, projections, and reconciliations in order to construct, monitor, and maintain the Cancer Center's annual operating budget. Develop financial projections for the annual budget, quarterly forecasts and annual five-year strategic plan. Develop, explore the viability of, and propose new and alternate funding sources, and forecast existing volatile fund sources. Responsible for the development, fiscal analysis, management, and maintenance of the School of Medicine support budget, as well as the fiscal analysis and management of the Cancer Center departmental funds. Oversight and responsibility for short and long-term projections and analysis of available and projected financial resources for use in forecasting and planning of programs, activities, and personnel. Develop office policies, procedures, and standards to ensure smooth and efficient day-to-day operations. Serve as contact for PIs regarding proposal, award, reporting and audit requirements. Responsible for pre and post award administration of restricted and unrestricted funds. Counsel, provide direction and training to the faculty, Academic Administrators, and support staff performing proposal preparation and accounting functions. Prepare budget projections, cost analyses and forecasts to ensure availability of funding and to assist/advise PIs in long range planning. Make recommendations to PIs in addressing potential problems. Participate in database administration and development, and supervise student worker.QUALIFICATIONS:* Bachelor's Degree in Accounting or equivalent combination of education and experience. Strong background in fund accounting and financial administration.* Experience working with policies and procedures related to contract and grants, and pre- and post-award administration. Ability to analyze and interpret which policies and procedures apply to a given situation.* In-depth knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close out, including but not limited to Cost Accounting Standards (CAS), A-21, A-110, A-133, Federal Demonstration Partnership FDP), etc.* Demonstrated experience in principles and practices of fund accounting, cost analysis and audit procedures. Knowledge of applications of principles and practices of fiscal planning and analysis.* Experience projecting salary, benefits and indirect costs, with knowledge of payroll and personnel regulations that impact such costs.* Demonstrated ability to collaborate and communicate effectively and diplomatically at all organizational levels, both verbally and in writing.
