Financial/Contracts Advisor

Introduction:

Our client, located in Arlington, VA is an advocate for consumer-owned cooperatives on energy and policy issues, is the trade association for over consumer-owned electric cooperatives with 60,000 employees serving more than 40 million people. Collectively, electric cooperatives represent the nation's single largest electric utility. The IPD (International Programs Division or “IPD”) group is responsible for providing technical assistance to existing electric cooperatives, governments, investor owned power and transmission facilities located (predominantly) in third world countries.  The goal and mission of the organization is to improve the quality of life for people in remote areas by expediting the electrification of those areas by leveraging know-how and years of experience gained from developing rural areas in the US.

The IPD Group is currently seeking a fulltime professional Financial/Contracts Advisor to work in their International Finance Department.  This position will report directly to the Manager of IPD Finance and Accounting and work intermittently with the Vice President of International Operations.

 

Responsibilities & Accountabilities:

The Financial/Contracts Advisor shall provide advice and assistance to improve proposal submissions, ensure compliance with regulations on federal projects and ensure compliance with contractual requirements (both federal and commercial) for International Programs Division. The Advisor shall also provide advice and assistance with writing, evaluating, and negotiating certain contract terms and conditions; and planning, developing and monitoring time and financial budgets associated with contracts.  Lastly, the Advisor shall ensure that federal contract financial and compliance reports are completed within deadlines.

 

Additional responsibilities include:

 

·  Provide the “first line” of review and risk assessment for contracts received from prime contractors 

·  Develop accurate and timely pricing schedules and cost proposals for International multi-year, multi-task proposals

·  Coordinate development of International Finance Administration and Accounting Manual, documenting policies and procedures for opening field offices and monitoring compliance with contracts/agreements; and standard contract templatesMonitor overall financial status of contract (including direct and indirect costs) and contract performance compliance of International projects and identify potential budget and compliance issues

·  Complete and assure the accuracy and timely submission of the annual PVO, semi-annual USDA monetization reports and semi-annual subcontracting reports

·  Participate in planning and development of annual budget.

 

Requirements and Qualifications:

 

·  5-7 years of experience in pricing proposals and negotiating contracts

·  Extensive knowledge of OMB Circulars A-110, A-122, and A-133, and the FAR

·  Excellent written and oral communication skills

·  Must customer service oriented, prioritize effectively and be flexible

·  Certification in Federal Contracting or Grant Management preferred

·  BS in Accounting or related field preferred, or related experience required.
