Provide senior management of financial transactions and administrative processes involving government and private grants and contracts, clinical and affiliated funds, endowment, gift and general funds accounts on behalf of DOM / Division of Cardiology. Perform comprehensive analysis and projections, relating to all aspects of cardiovascular medicine. Oversee the development and monitoring of budgets for government private grants and contracts, clinical and affiliated funds, endowment, gift and general funds accounts. Assist in grant financial planning and cost analysis. Analyzes financial data to ensure efficient use of resources. Work directly with the cardiology executive leadership group to identify and act upon opportunities for improvement. Manage divisional staff and resources to ensure smooth functioning of operations and compliance with all university and/or agency regulations and restrictions.

 

Will oversee the development and administration of government and private grants and contracts, clinical, affiliated, endowment, gift and general funds budgets for 15-20 cardiology physicians and scientist. Work with the DOM leadership group and cardiology executive group to ensure each budget is smoothly integrated into the larger set of budgets and financial statements. Partner with the respective principle investigator to maintain government and private grants contracts, clinical, affiliated, endowment, gift and general funds records and to analyze budget patterns and project expenditures. Oversee the preparation and maintenance of working papers and approved budgets; ensure that expenditures for budgets, and grants and contracts are monitored and that reports are prepared to maintain balanced accounts. Analyze complex financial data and extract and define relevant information; interpret data for the purpose of determining past financial performance and/or to project a financial probability. Report monthly, quarterly and annually on the financial and administrative performance of approximately 100 separate budgeted projects within the division. Develop management, narrative, and statistical reports for DOM leadership, cardiology executive group and outside organizations as needed. Develop and oversee the maintenance of budget monitoring systems.

 

Develop complex financial reports for forecasting, trending, and results analysis. Monitor, identify, and communicate over-expenditures to faculty and administrative staff. Develop and implement action plan to resolve funding shortfalls. Manage cash receipts as required to maintain accuracy and timely posting of payments. Keep abreast of laws and regulations that apply to cardiovascular research, education and clinical operations and particular staff functions within dedicated area of responsibility. Develop and maintain sufficient professional expertise in all areas of financial and administrative management to ensure cardiology’s compliance with university and/or agency regulations policies and procedures and restrictions. Oversee the receipt of payments from sponsors and affiliated institutions. Participate in the development and execution of payment schedules. Research and resolve discrepancies in financial records. Use appropriate cost rates, such as indirect and benefit rates for proposed budgets. Review budget justification to ensure it relates to budgeted dollars. Confirm that anticipated promotions and other increases are calculated into the cost of project.

 

Ensure compliance with all relevant university and/or agency regulations and restrictions. Oversee budget accounts once award(s) has been granted or contract(s) signed. Provide oversight for the expenditure of funds, ensuring that funds are expended according to sponsoring organization's stipulations. Confer with appropriate internal and external administrative offices to ensure that required procedures are followed. Provide instruction and answer questions relating to budget procedures and serve as liaison between the business office, research accounting and faculty operations. Identify budget issues, provide alternative solutions, and resolve problems as required. Monitor and approve expenditures throughout the budgetary period. Prepare and process human resources, registrar and international office documents needed to staff budgeted projects with required faculty, fellows and support staff. Facilitate the background check, credentialing and hiring process of all employees, independent contractors and volunteers with designated area of Cardiology. Apply detailed knowledge of policies and procedures to assist candidates and employees with administrative processes throughout the Johns Hopkins Health System. Facilitate access to appropriate financial and administrative systems as requested. Assist employees with related tax and benefit issues. Serve as primary liaison to respective specialized services. Prepare and process payroll documents needed to implement payroll/personnel transactions. Facilitate special checks and reimbursements where appropriate. Calculate and communicate payroll adjustments as required. Apply knowledge of procedures to review and record personnel activities of individuals compensated through federally-funded and non-federal-funded projects. Ensure that all personal activity forms are completed accurately and timely. Maintain individual attendance records and payroll processing as appropriate to ensure accurate records and appropriate benefits.

 

Bachelor Degree in Accounting, Business, Healthcare Administration or related field required. Master in Accounting, Business Administration or Healthcare Administration preferred.  Experience in an academic healthcare setting may substitute for some education.  Five years related experience required. Additional education may be substituted for some experience.

 

Advanced knowledge in the use of financial software applications, spreadsheets, databases, and/or word processing required.  Must understands and help set the formal and informal departmental goals, standards, policies and procedures which include familiarity of other divisions and departments within the Johns Hopkins Health System. Excellent oral and written communication skills required.

Advanced knowledge in the use of Hopkins financial, administrative and grants management systems strongly preferred.
