Scope of the Position
Prepare and manage a portion of the agency budget and operating plans throughout budget preparation and execution. Prepare agency budget in coordination with top agency management, prepares the budget in all levels of detail, including support documentation and actual material for the inclusion in the budget. Proposes and coordinates preparation of budget decision packages, reduction options, workload measure and program narratives. Prepare documentation for presentation to legislative committees, Budget and Management (BAM) and Legislative Fiscal Office (LFO). ORBITS team member for coordination of ORBITS input and reconciliation. Explain and justify agency plans to Department of Administrative Services BAM and LFO analyst.
Coordinate with agency managers and staff to provide fiscal reporting and planning. Interpret state and federal rules and regulations. Proposes policy alternatives, and fiscal impacts as a mechanism to achieve program goals, consistent with fiscal limitations, regulations and rules. Coordinate with top managers to develop expenditure and allocation plans consistent with agency policies. Monitor such plans, and adjusts plans as necessary to ensure achievement of agency mission within available resources. Collaborate with top managers to resolve budget and cost accounting issues. Coordinate department wide trackers for budget monitoring and budget execution. Provide both short and long term forecasts and analysis to critically identify the budget and program constraints and the efficiency and effectiveness of the Agency. Develop processes to evaluate the impact of policy changes.
Develop and modify complex databases that provide historical data and forecasting mechanisms. Oversee development of this data using extracts from microcomputer and mainframe computer. Develop special data extracts, both for ongoing data needs, and to meet one-time analysis demands. Create special data extracts to analyze and develop alternative policy options. Develop budget and fiscal reporting formats. Develop and updates methods for forecasting expenditures and revenue. Create systems that monitor the deviation between budgeted and actual service levels. Develop analysis and explain changes in caseloads, costs, and impacts of policy and management changes.
Uses analytic techniques to identify issues and conducts fiscal, statistical and quantitative analysis to determine program and fiscal impacts of proposed or implemented policy changes to agency programs. Prepare and review fiscal impact statements (FIS) for legislative concepts and proposed legislation. Identify and propose needed changes. Evaluate program fiscal performance, determines causative factors contributing to budget deviations. Propose policy changes to correct budget deviations. Propose and develops service delivery policies which optimize use of available resources. Develop forecasts and rebalance plans for presentation to agency executive staff, DAS and LFO analysts.
