INFORMATION TECHNOLOGY (IT) AUDITOR
 
The Auditor of Public Accounts, legislative external auditor for the Commonwealth of Virginia’s executive and judicial branches, is currently seeking Auditors for its Data Analysis, Information Systems Development and Information Systems Security Specialty Teams. These positions reports to the respective Speciality Team's Director and will be responsible for planning and performing technical and financial audits.

The successful candidate will have a bachelor’s degree in information systems, computer science, accounting, business administration, or the equivalent. Demonstrated understanding of various computing platforms and technologies. Knowledge of application controls, operations and change controls.  Understanding of database technology.  Strong analytical skills, and the ability to prioritize and manage multiple projects concurrently and excellent verbal and written communications skills.

About the Data Analysis Team
Have you ever wondered where your state taxes go?  Or how tuition payments flow through to the financial statements?  If so, the data analysis team may be right for you.  We strive to improve the office’s audits through automation of data retrieval and analysis.  We also maintain a public database of statewide financial information.  If you are interested in accounting AND systems, than our team is the right fit for you.

Responsibilities
Conduct audits and data retrievals in accordance with auditing standards Prepare and/or Review audit working papers, which document all audit procedures, findings and recommendations Perform audit follow-up activities to test the implementation of management’s responses to audit findings Assist in conducting special projects; these could be proposed by you, others within the office, or externally Directly participate in the development of automated audit solutions including controls monitoring and data analysis Maintain training to keep abreast of changing technologies
Promote and provide office training to all specialty teams

Minimum Qualifications
Bachelor's degree in accounting, and/or information systems. Strong verbal and written communication skills and the ability to effectively interact with different levels of management Experience with data analysis techniques including but not limited to Microsoft Access, Oracle Discoverer, ACL, etc. Knowledge of accounting/auditing theory and practices Ability to perform work independently Analytical ability sufficient to systematically appraise and verify the accuracy of accounting/auditing records and reports, to evaluate systems of internal control, to evaluate information technology systems where appropriate and to ensure the consistent application of accepted accounting/auditing theory Experience with ColdFusion and/or Dreamweaver preferred but not required


About the Information Systems Development Team 
The Information Systems Development specialty team audits systems development projects throughout their development life cycle.  The major goal of the team is to determine if and when a project may not be progressing as planned, and alert any critical decision makers to this information, thereby mitigating the potential for failure at the earliest point possible.

We are looking for individuals with a bachelor’s degree in accounting information systems or information systems with a particular interest in systems development lifecycle methodologies; strong verbal and written communication skills; and, preference to work in a team environment.


About the Information Systems Security Team
The mission of the Information Systems Security Team is to provide timely and relevant information addressing the security of information and computing resources at all organizational levels in the Commonwealth to the citizens and lawmakers of Virginia.  We welcome anyone with interest in information systems.

We achieve our mission by performing audits of state agencies and institutions of higher education designed to evaluate the effectiveness and compliance of the information systems security plans, policies and procedures within mainframe, distributed (client-server) and network environments.

The team performs three types of audits:
Audits to provide assurance that information technology security controls are sufficient to protect financial data and systems at state agencies and institutions of higher education in support of financial statement audits Compliance audits with Commonwealth information technology security standards Special studies regarding information security controls throughout the Commonwealth

The Information Systems Security Team provides opportunities to gain analytical knowledge on many information technology topics and auditing standards. Team members are encouraged and rewarded for obtaining industry recognized certifications, such as the Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), and Certified Public Account (CPA).
