GENERAL SUMMARY:
Provides basic to intermediate auditing skills in the conduct of audits of the various functions and activities of DART.
ESSENTIAL DUTIES AND RESPONSIBILITIES:Conducts or works on assigned audits of various DART departments or external contractors. May work under the supervision of an auditor III or IV, or may conduct simple, low risk audits individually. Evaluates the adequacy and effectiveness of controls surrounding the activities under audit and determines compliance with all applicable DART policies and procedures. Supports Internal Auditors III and IV with audits and assigned projects. Executes audits in a professional and timely manner in accordance with appropriate professional auditing standards and prescribed Internal Audit departmental policies. With guidance, may write simple audit programs, develop findings with adequate evidence, make recommendations for improvements and write simple audit reports. Conducts or assists in investigation of alleged theft, misuse of funds or other defalcations as well as to establish how it occurred, the extent of loss and means of prevention. Prepares and reviews working papers of a quality acceptable to audit department management and the standards of the Institute of Internal Auditors (IIA). The work papers will be used as a basis for supporting work performed, conclusions drawn, as well as findings and recommendations included in the audit report.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.Analytical and creative skills to find solutions to professional, technical, and administrative problems. Substantial interpersonal skills to effectively communicate with sensitivity to all levels of supervisory and non-supervisory employees, executive staff, Board Members, governmental entities, a culturally diverse community, consultants and others both inside and outside of DART. Ability to demonstrate a fiduciary obligation to division, department, and DART in handling materials and information of a confidential nature. Personal computer (PC); software applications to include word processing, spreadsheet, database, etc. Effective oral and written and communications skills. Able to write memos, letters, reports, and e-mails, that are accurate, well organized grammatically correct, and in appropriate format. Valid Texas drivers license as required by law and not have any delinquent traffic citations, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI conviction on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART vehicles. Pass Department of Transportation (DOT) physical (medical) examination, which includes a drug and alcohol screen in order to operate DART vehicles. Bachelors degree in Accounting, Business Administration or related area. Between Zero (0) and Three (3) years experience in an internal audit, public accounting, or related environment. Familiarity with internal control concepts required. Typical office equipment such as copier, typewriter, calculator, facsimile, etc.
REPORTING RELATIONSHIP:
Reports to Director Internal Audit *
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
