Internal Control Officer

 

 

This employment opportunity is with the Administrative Services Division (ASD)/Office of Financial Services/Administration, which is part of the Department of Human Services (DHS).  There is one full-time opening located in Salem.  This position is management service and is not represented by a union.

SCOPE OF THE POSITION

 

Policy and Procedural Analysis

Serve as a key advisor to the Deputy Director of Finance and the Department Controller on critical financial control issues.  Provide advice on finance and policy control issues.  Explore solutions to problems by analyzing and selecting the best alternatives.  Evaluate and propose long-range financial control improvements for the department.  Participate in the formation of DHS and statewide financial policy. 

 

Complete internal control reviews and regular monitoring, complete internal control surveys and assessments, complete random control spot-checks, develop financial risk assessment.

 

Review OFS policy and procedure development to ensure policies maintain a good control environment. Recommend modifications to processes/procedures to improve internal controls.

 

Financial Audit Coordination

Act as liaison with Internal, State and Federal auditors.  Coordinate audit efforts, collect and report on audit responses, complete audit follow-up and monitoring.

 

Respond to or direct staff to respond to Secretary of State auditors, Federal Office of Inspector General auditors, other federal and internal auditors, in their reviews of the Department’s financial systems, internal control structures, and operating procedures.

Operate as the professional/technical liaison and support during audits and drafts corrective action when needed.

 

Report the status of prior year audit findings.  Use knowledge of accounting and auditing principles and business practices.  Monitor and update procedures to prevent material audit exceptions and citations.

Other duties as assigned.

 

Salary:  $4,310 - $6,361 Monthly
