Junior Budget Analyst

  EDUCATION and EXPERIENCE:

Broad knowledge of a general technical field such as accounting, cost control, budgeting. Bachelor’s degree in Accounting, Finance or Business Administration. Knowledge of personal computer and associated application software. Ability to prioritize workload and adjust to multiple priorities.  Over one (1) year up to and including three (3) years of budgeting and/or forecasting experience.

 

DUTIES:

Under the direction of the Finance Manager, is responsible for preparing controls for assigned programs that will support internal and external cost reporting for programs of limited scope and complexity. Assist senior analysts in the accumulation and analysis of data required for programs of broarder scope and complexity. Provide information on budgets and analyzes performance and activities that affect the profitability of assigned programs.

 

Prepare controls for assigned programs in a responsible and professional manner to ensure the profitability of awarded contracts. Provide maximum visibility through application of financial control techniques. Retain complete, orderly and auditable files.

 

Perform assignments requiring knowledge of company cost control techniques with an understanding of engineering, manufacturing and other related operations within the company. Utilizing approved budget control methods, recognize and analyze all factors and problems, which adversely affect the financial posture of the program and present results in an organized form with sufficient detail to facilitate review by program cost supervision.

 

Prepare in-depth financial analyses of assigned programs covering sales and profit projections, developing base elements for overheads and manpower requirements, cash flow inputs, and developing contractual coverage position. Results of analysis serves as the foundation for a top management report upon which management decisions affecting the direction of the organization will be predicated. . Establish departmental budgets based on negotiated quote, prior history, and negotiations with operating departments. Exercise judgment in evaluating and assessing trends in order to predict future performance. Establish work order series and formats for assigned programs, providing maximum visibility and control of that program.

 

Prepare required financial reports for either government or commercial programs.

 

Prepare as required, termination liability projections, “drop dead” positions, Contract Funds Status Report (CFSR) and Cost Performance Report (CPR) for assigned programs.

 

Prepare cash flow input sheet detailing coverage, profit rate, and fixed delivery schedule.

 

Maintain comprehensive position of contractual coverage from initial award through subsequent amendments.

 

Monitor program bookings and billings for insurances with plan. Supports Sarbanes / Oxley testing and performs special financial analysis as required.
