Position Summary:
Under the direction of the Finance Manager, the Payroll Supervisor has principal responsibility to administer day to day payroll operations and supervise payroll staff, prepare regulatory reporting, assess and establish internal controls, evaluate current payroll operations, offer recommendations for process improvement, and ensure adherence to regulatory standards.
Responsibilities:
· Directs and supervises the daily activities of payroll staff. Assists Manager in payroll operations planning and decision making.
· Assesses internal controls, including risk assessments and reviews of risk area, and establishes internal controls for payroll operations.
· Evaluates current payroll operations and offers recommendations for process improvements.
· Creates and maintains payroll process documents.
· Develops, revises and communicates payroll policies and procedures.
· Implements and prepares regulatory reporting according to applicable employment tax laws and regulations such as IRS Form 941, state unemployment tax and L&I reporting.
· Assists with annual pension and financial audit.
· Assists with physician incentive calculations.
· Responsible for identifying, coordinating and/or providing training to enhance the working knowledge of payroll staff and improve productivity and efficiency.
· Performs employee performance evaluations, and all aspects of hiring and all stages of personnel actions.
· Performs special projects and other related assignments as requested.

Required Qualifications:
· Three years of progressive financial accounting experience with strong background in analyzing and preparing financial reports.
· Bachelor’s degree in Accounting or Business Administration, or an equivalent combination of education and experience.
· One year of experience supervising an accounting function.
· Expert proficiency in Microsoft Excel as well as good proficiency in Microsoft Word.
· Proven leadership skills: defining problems, visioning new processes, project management and implementation.
· Knowledge of business and management principles involved in strategic planning, resource allocation, human resources management and leadership, and coordination of people and resources.
· Knowledge of Federal, State and local employment regulations and tax processing.
· Strong critical thinking, problem resolution and analytical skills. Demonstrated strengths in internal control assessments.
· Ability to proactively communicate and work effectively with both UWP and external departments. Consistent exercise of discretion and judgement.
· Self-motivated, detail oriented and excellent organization skills. Ability to prioritize workload including the workload of staff, and meet deadlines with speed and accuracy.
· Excellent oral, written and interpersonal communication skills, with the ability to convey a positive and professional image in person, on the telephone and in correspondence.
Preferred Qualifications:
· Certified Payroll Professional (CPP).
· Experienced with ADP Enterprise V3 and up, ReportSmith and TimeSaver preferred

Incumbents must demonstrate knowledge and understanding of the confidentiality of employee information, UWP plans, initiatives, and financial information, and patient privacy rights. Job duties must be performed with minimum access to and use of UWP, employee, and/or patient information. Incumbents are required to engage in active discussion with subordinates on the requirements for reporting of compliance concerns and the company’s commitment to non-retaliation for reporting such concerns. Incumbents must promptly report all compliance concerns.
Working Conditions:
· Work is performed within a normal office environment with ambient temperatures and involving occasional reaching stretching, bending, and moving about.
