Chenega Technology Services CorporationJob Description Company Job: Title: Program Finance Analyst III Chenega Job Title: Analyst III, Program FinanceLocation: Kingstowne, VAReports To: VP of FinanceFLSA Status: Exempt, Full Time Prepared Date: 03/27/2008 SummaryProvide program control, financial planning, scheduling and management support to primarily 2 Divisions performing an assortment of tasks under multiple Government contracts and task orders. Prepare detailed Estimate-At-Completion (EACs) reports. Develop, analyze, update and maintain key monthly reports. Perform explicit analysis of “actuals” vs. “projections”. Originate Pricing for Task Orders. Accountable for on-time completion of ad hoc reports. The financial analyst shall analyze integration of business processes, cost estimating and financial management processes from both a Government and corporate perspective.Essential Duties and Responsibilities: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.1. Develop, maintain and report all expense-related data, forecasts, and performance metrics. 2. Ensure consistent and correct application of budget guidelines, working closely with PMs/Directors as well as with the Accounting and Contracts Department to monitor the submission, processing, and disposition of expenditure requests. 3. Apply proper Government budgetary processes and requirements, obligation / expenditure tracking and DoD planning programming budget system. 4. Proactively identify variances from approved expenditures and budget targets, research, and resolve financial/accounting and compliance issues. 5. Prepare monthly reports, to include monthly customer reports (CDRLs) and graphs, estimate at completion (EAC) reports, forward pricing projections, and others to support ad hoc requirements. 6. Monitor assigned tasks and keep the Project Manager (PM) abreast of all issues, concerns, problems and accomplishments. 7. Provide support on cost proposals and annual budget preparation for company business units. Generate Pricing in response to RFP/RFQ. 8. Review financial reports to ensure all expenditures are allocated to the correct accounts. 9. Process sub contractor invoices. Review customer invoices. Generate MODs, timecard/ODC corrections. 10. Submit recommendations for process improvements to PM. 11. Assist the PM in the development of program management presentations and associated materials. 12. Flexibile to meet customer and divisional requirements. 13. Other duties may be assigned to meet business needs. SupervisionThis position does not have supervisory responsibilities.Education and/or ExperienceBachelor’s and over 5 years experience as Financial Analyst/Program Control; Key experience in Costing / Pricing is desirable; Strong financial background / analytical skills to prepare financial reports using Deltek CostPoint software and MS applications; Manage multiple Projects under intense pressure; Attention to detail; self starter Certificates, Licenses, Registrations, Clearance: DoD Secret desired or must be eligible to obtain DoD Secret clearance.
