RECONCILIATION & ANALYSIS MANAGER

Appointment Type: Temporary Exempt Appointment.  This position is excluded by the Charter from the competitive civil service examination process and shall serve at the pleasure of the appointing officer.  This position is backfilling an employee on extended leave of absence.
 
Position Description:
Under direction of the Deputy Director, the Reconciliation & Analysis Manager manages key fiscal and accounting reconciliation activities and services in the Controller's Office including coordination of Departments across the City and County of San Francisco.  Responsibilities include but not limited to:  planning and coordinating the accounting of the budget, accounting reconciliation, internal auditing fund reconciliation, revenue and cash reconciliation. Other reconciliations and analysis can also involve payroll preparation and verification, purchasing, contractual agreements and grant administration. Additionally, supervising staff; participating in locating and obtaining fiscal support from sources external to the City; managing the development, maintenance, operation and user training of various complex financial and accounting projects;  as well as accounting and reconciliation of bonds and lease finance accounting and arbitrage calculations, fund analysis, and financial system table maintenance.  This position has accounting oversight responsibility for all City Departments that deal with bonds, interest and arbitrage rebate liability.  The Reconciliation & Analysis Manager formulates and promulgates accounting policy to other City Departments.
 
Essential duties include, but are not limited to:
 
*  Plan, assign, direct, review and approve work of citywide accounting staff as well as the professional/technical staff of the Reconciliation and Analysis Section.
*  Review all fund structures, recommend and implement corrective policies and procedures including monitoring budgetary and system clearing accounts.
*  Review, approve, monitor all bond related fiscal agent activities in the City's financial system; coordinate with Treasurer's staff and monitor recordation of arbitrage rebate liability; coordinate with other government entities and monitor bond process; and oversee staff in preparing reports for bond offerings and other long-term indebtedness.
*  Manage staff in preparing accounting reports and schedules to assist and support CAFR and other local, state and federal reporting requirements.
*  Develop and manage various accounting analysis projects to address specific system accounting issues, such as a review of the interest allocation process to ensure that the system action matches policy requirements.
*  Coordinate and maintain contact with departments, auditors and outside agencies to respond to oral and written inquiries, release information related to Department operations of fund activity.
*  Assist departments in understanding City's fiscal policy and procedures and coordinate with managers from the Controller's Office and from other Departments, to establish standards and controls for defining transactions in compliance with all applicable GASB requirements.
*  Participate and supervise subordinate supervisors in the development and implementation of the year-end closing plan and in the preparation for the annual audit.

Minimum Qualifications:

1.  Possession of a Bachelor’s Degree from an accredited college and university with major coursework in accounting, business administration, financial management, or a closely related field that included course work in general and cost accounting; AND
2.  The equivalent of five (5) years of full-time management and professional level experience in independently performing complex accounting, financial analysis, budget monitoring, and/or grant management, preferably in a public agency setting. At least two (2) years of the required experience must include the supervision of professional staff in financial analysis and accounting.

*  Outstanding technical and interpersonal skills;
*  Resourceful of other;
*  Ability to write and enforce policies and procedures;
*  Fluency in fund accounting and internal controls;
*  Ability to work with complex systems and both technical and non-technical customers; and
*  Governmental accounting experience.
