The Corporate Operating Lease Division (COLD) is a value-driven organization under the Treasurer's Office dedicated to arranging, executing, managing and advising on equipment operating leases. For the SAIC core company, COLD functions as a shared service center: it negotiates and structures master lease arrangements, delivers competitive lease terms and rates, and manages the lease process from cradle-to-grave. Job Description: The Senior Lease Administrator assists with management of day-to-day operations for the division including order processing, end-of-lease process, payment analysis and lease issue resolution. This role coordinates with both Corporate and the line as required. This role is responsible for the management of 5,000 pieces of equipment company-wide. This role reports to the Manager of Lease Administration. Duties include, but not limited to the following: –Accepts line organization/internal customer requests to initiate a leasing transaction; evaluates request for applicability and completeness –Executes lease vs purchase analysis; documents results, monitors underlying inputs and assumptions –Initiates procurement workflow and competes leasing request to multiple vendors; awards leasing bid and obligates SAIC to operating lease –Reviews and prepares all documentation for Treasurer’s signature –Properly file paperwork and administers internal database for auditable tracking of transactions –Issues bar code tags and ensures database is updated with asset information (user, location, serial number, etc); ensures proper shipment and receipt of equipment by line organization –Creates necessary accounts payable auto-payment documents and ensures leasing companies are paid each period; provides lessors with payment detail when requested. Analyzes personal property tax invoices for accuracy and submits for payment –Interfaces with accounts payable department, suppliers and lessors frequently to resolve issues; interfaces with corporate departments as necessarily –Ensures leased equipment is returned to lessor, renewed, or bought-out by line organization through the coordination of end-user, lessor and third-party shipper; calculate/analyze unallowable renewal or buy-out costs under FAR –Completes procurement and audit file closure and ensures documentation is maintained according to policy –Accepts and answers line organization questions and calls in a professional manner –Performs accounting and financial analysis on payments; ensures all CPI and CFI guidelines are met –Prepares PO and Non-PO invoices, journal voucher and journal entries as necessary for approval –Manage annual leased equipment physical inventory including the preparation of instructions and timeline in coordination with corporate accountings fixed asset department; ensure the self-service web based tools are performing correctly, monitor completion and report results –Administer SAIC’s Dunn & Bradstreet credit report library, submit reports, monitor usage, change as needed costs centers and report usage statistics –Escalates unresolved issues to supervisor –Maintains procurement warrant through ongoing training and certifications –Other duties as assigned Education: Bachelor’s degree (in Business Administration or related field) and 3+ years related experience. Required Skills: Successful candidates will demonstrate intermediate knowledge of the equipment leasing industry including back-office practices, or practical transferable experience in at least three of the following fields; accounting, finance, asset management, procurement or contracts. In addition successful candidate will demonstrate excellent written and verbal communication skills. Ability to use SAP, Costpoint ERP systems and MS Office. Ability to self-audit SAIC procurement files. Desired Skills: Intermediate to advanced Excel skills, buyer warrant, certificates of study in contracts or project management. FASB 13 “accounting for leases” experience; government accounting experience (knowledge of FAR Part 31) as it relates to allowable lease expenses, relational database experiences also a plus. “SAIC offers a competitive salary and benefits package.
