Req ID: 2253Job Title: Staff Director - Business TechnologyGroup: OEB GroupLocation: OEB - Newark, NJJob Status: Full-Time Area Overview: The Office of Employee Benefits (OEB) is responsible for the administration of the Federal Reserve System's Thrift Plan, Retirement Plan and Health & Welfare benefit plans. The position is located in Newark, New Jersey.
The successful candidate will be responsible for a combination of managerial, technical and strategic tasks. The job requires the candidate to oversee the activities of two IT Support Analysts and involves frequent interaction with Office senior management and business partners. The Office complies with the IT and information security policies and procedures of the Federal Reserve Bank of New York and will require the successful candidate to interact frequently with management of those respective staffs.
The successful candidate will also have oversight responsibility for the various payroll/HR data interface files that are transmitted between the twelve Reserve Banks and Board of Governors and the Office's outsourced business partners responsible for administering the System's benefits plans and will serve as the Office's liaison to the Federal Reserve System's Payroll Groups.Job Responsibilities: Oversee day-to-day IT operations and work performed by Office's IT Support Analysts in supporting staff of 43 accounting, investment and benefits professionals;Analyze existing IT processes and procedures to identify opportunities for improving operating efficiency within the Office while ensuring compliance with Office, FRBNY and System policies and procedures; work closely with Office management to identify short- and long-term IT needs;Serve as liaison to FRBNY IT, IS and Protection staffs; participate in periodic forums and technical interchange meetings;Develop Office's annual IT budget and ensure adherence with FRBNY policies governing equipment replacement and purchasing;Serve as "expert resource" on existing and new applications and equipment used by staff. Oversee the installation and maintenance of all computer hardware used in the Office; ensure the implementation of recommended equipment upgrades and/or purchases of hardware and software;Benefits System Data Management Responsibilities:Liaison with Federal Reserve Payroll Groups and third party business partners responsible for administering the System's benefits plans;Monitor control framework for data exchanges between FR Payroll Groups and third party business partners; andOversee testing activities between FR Payroll Groups and third party business partners to ensure data integrity, completeness and accuracy.Responsible for maintaining and updating the Office's Contingency, Pandemic Flu and Business Continuity Plans and for testing those plans in accordance with established policies; monitor contingency and business continuity plans of outsourced Business Partners.Position Requirements: Bachelor's degree in a related field or equivalent work experience;Five to seven years prior IT experience with detailed knowledge of networks, hardware, software and telecommunications protocols; extensive knowledge of Microsoft Office suite, Windows XP and Vista, Internet protocols, information and network security, virtual private networks;Experience with accounting software (MAS 90), payroll systems (PeopleSoft, Oracle) and defined contribution/benefit recordkeeping systems and processes is preferred;Currency with broad technological direction and industry best practices for defined benefit and defined contribution plan sponsors and benefits administrators is preferred;Demonstrated ability to supervise staff;Strong organizational and project management skills with a demonstrated ability to manage complex projects involving the coordination of internal and external resources;Ability to think strategically and to make sound decisions;Excellent interpersonal skills with demonstrated ability to work with all levels of staff, management and outside vendors to develop productive business relationships;Excellent presentation, written and verbal communication skills, including the ability to develop procedures, work instructions and status reports; andAbility to work independently and collaboratively as both a team member and team leader..
