Strategic Systems Coordinator – Limited Duration
This employment opportunity is with the Administrative Services Division (ASD)/Office of Financial Services/Strategic Systems Unit, which is part of the Department of Human Services (DHS). There is one full-time, limited duration (to last two years from the date of hire) opening located in Salem. This position is management service and is not represented by a union.
The Office of Financial Services (OFS) is responsible for accurately recording and reporting the financial status of the Department. OFS is the steward of the Department’s financial resources ensuring integrity and accountability by efficiently and effectively providing accurate, accountable and responsive financial management and business services to DHS clients, stakeholder, state and federal partners, and employees.
OFS is organized by functional area providing a full-cycle accounting system including accounts receivable, accounts payable, contract payments, payroll, receipting and trust, general ledger accounting, interface and accounting system development and maintenance, state, federal and management reporting and financial analysis.
This position will be involved in assisting the Office of Financial Services in becoming a “lean” organization. This means organizing work to get the right information to the right place at the right time, while minimizing waste and being flexible and open to change. SCOPE OF THE POSITION
Evaluate, document and map current and future business operations, processes, and services. Analyze and resolve difficult and unusual accounting and reporting issues, ensuring system adaptations and corrections are made as necessary. Assure system compliance with established legislative statues, GAAP and budgetary accounting, as appropriate. Ensure sufficient internal control structures exist to detect and prevent fraudulent activity.
Collaborate with program management to formulate long-range objectives, short-term operational goals and implementation plans.
Monitor and track performance metrics. Integrate performance measures and their use into business processes, tests, audits and validate system improvements to implement performance measures. Track and monitor operational results from measurements.
Conduct thorough research studies to evaluate departmental business operations governing program regulations and statues, legislative and executive intent, operating policies, rules, and business processes. Help develop long-range goals affecting DHS policies, procedures, practices, and techniques on an agency-wide basis.
Analyze operational processes, goals and objectives; identify data requirements, design system enhancements or system specifications based on evaluation and analytical research. Ensure system integration with all appropriate sub-systems and external systems. Ensure all quantifiable, mandatory critical success requirements are tested. Balance various conflicting priorities and needs to develop a comprehensive and responsive action plan. Act as liaison between all parties to facilitate problem resolution. Negotiate resolution of differences.
Collaborate and negotiate with systems developers and assist programmers with understanding functional needs so systems designs will meet specification requirements and maintain financial integrity, internal controls, and system reliability.
Regularly plan operational projects that address issues within OFS and across divisions to provide agency management with accurate and timely information to support decision making. Initiate and manage projects by identifying and gathering information pertinent to projects by using knowledge of existing department computer reports, reviewing information from similar projects, talking to department personnel, and coordinating retrieval of data existing on computer systems into report format.
Analyze data gathered by reading reports and compiling statistics, graphs and tables pertinent to projects. Document modifications to the project development.
Study new program proposals and meet with staff/management to give information about the business owner’s ability to administer the program, the issues which must be addressed in order to implement the program, and the operational impact of the new program. Negotiate or recommend revisions to proposals which would form the basis for the new program. Gather information from other states or respond to requests for information from other states concerning new programs or programs administered by the agency.

Salary: $4,310 - $6,361/Month
