Contract Manager Position
This position performs the complete contract management function in support of large, complex federal government contracts balancing business needs with evolving market requirements. This position demands a mix of strategic and transactional capabilities, rounded with a firm understanding of risk management (identifying consequence, probability and creative mechanisms for avoidance or acceptance).
This position requires detailed knowledge and skills in federal government contracting, including the Federal Acquisition Regulation and agency supplemental and organizational regulations. Incumbents involved in defense contracting will also require knowledge of the Defense Acquisition Guidebook (DOD 5000 series), Defense Contract Audit Manual and Defense Pricing Reference Guides. All incumbents will have familiarity with Cost Accounting Standards, Small Business Administration policies, and federal appropriations law.
The position requires the ability to apply company product and service knowledge to the terms of a customer solicitation and to work with Sales or Business Development to develop strategies for optimizing use of company product and services within a given RFP or contract framework. The incumbent will have a proven ability to translate prime contract requirements into terms for incorporation into teaming agreements and subcontracts.
This position will have oversight of complex pre-award contracting issues including contracting methods, contract types (e.g. time and materials, firm fixed price, fixed price level of effort, cost plus award, fixed, or incentive fee, requirement contracts, performance based service contracts, basic agreements, and GSA Schedule ID/IQ), negotiation, source selection, R&D contracting and international procurements, and bid protests. The position will ensure company has all proprietary nondisclosure agreements, teaming agreements, and subcontracts in place to fulfill the requirements and provide assistance in creation and modification of Statements of Work/Objectives and Service Level Agreements. The position will identify the business process owners of any non-standard activities and seek authorization of proposed deviations. The position will have strong communication skills with the ability to brief upper management on exceptions, alternatives and proposed solutions and provide recommendations to project staff and management, including bid/no bid decision making. The incumbent will prepare pre-award approval documents, review and approve all subsidiary contractual documents for protection of company’s interests, complete all required certifications and other data and follow policies with respect to the Truth in Negotiations Act and company’s Code of Conduct.
This position will work directly with clients and staff and be involved in complex post-award contracting issues in the acquisition environment including disputes and appeals, claims, intellectual and technical data rights, post-award pricing and negotiations, terminations, contract modifications, value engineering, contractor systems reviews, property administration, quality assurance, contract financing, alternative dispute resolution (ADR), labor relations, contract performance monitoring and surveillance, and contractor performance evaluation. The position will interface directly with government auditors on cost or price proposals. The position will understand and communicate the compliance parameters of the contract by focusing on directing the organization to meet critical schedules and deliverables and resolving critical/complex technical or operational problems. The position will have experience in addressing questions of ethics throughout the contract process.
The position must balance numerous projects concurrently. The position will understand basic principles of finance, accounting, marketing and management. The position is expected to stay abreast of contracting and legal developments affecting the company, its clients, and industry and to synthesize the information to incorporate into company’s transactional practices. The incumbent will maintain frequent contact with clients, industry partners, and peer level management.
Reporting Relationship
This position reports to the Director of Contracts Administration. Work is performed independently and this position is completely responsible for recognizing and resolving all legal and business issues with minimal assistance from the Director.
Basic Job Qualifications:
· Minimum of 10 years professional experience in federal government contracting.
· Knowledge and ability to demonstrate the knowledge of federal procurement contracting laws, regulations and procedures.
· Ability to independently draft transactional documents and correspondence
· Ability to exercise independent judgment and demonstrate innovation
· Excellent oral presentation and written skills
· Knowledge and ability to demonstrate knowledge of the marketplace, business unit operations and initiatives as well as company corporate structure
· Knowledge of the basic framework of the telecommunications business, including companies, alliance, services, and competition
· Knowledge and ability to demonstrate analytical skills
· Computer literacy is required with a proficiency in MS Word, Powerpoint, and Adobe Acrobat with the ability to grasp other software applications required to perform job duties, including the ability to work with electronic contract documentation.

Preferred Job Qualifications:
· Professional certification such as CFCM or CPCM is desirable
· Experience in the telecommunications industry
This position requires candidates with Active Secret or Top Secret Clearances.
