We have an outstanding executive-level career opportunity for a Director, Contract & Grant Administration working within the UCLA Office of Research Administration.  This position reports to the Associate Vice Chancellor for Research - Administration and is a part of the Office of Research Administration management team.

 

The mission of the Office of Research Administration (ORA) and the Office of Contract and Grant Administration (OCGA) is to support the campus research, teaching and public service missions with leadership, professional guidance and administrative support.  Under delegation of authority from the Chancellor, OCGA submits proposals, negotiates contracts, accepts grants and executes contracts for research, training and public service projects from governmental and non-profit sponsors.  OCGA provides support to more than 1500 UCLA principal investigators in approximately 300 academic units, and in 2006-07 accepted approximately $850M in extramurally funded projects.

 

The Director, Contract & Grant Administration is responsible for management of a staff of approximately 30 FTE and an annual operating budget of $1.8M.  The Director provides short and long-term strategies, operational direction, guidance for OCGA, including planning for electronic research administration, and shares responsibility for assuring fiscal accountability and regulatory compliance for management of contract and grants with the campus Controller, Director of Extramural Fund Management (EFM), and administration at the School and Department levels.

 

Desired Qualifications:

Ten or more years of management and professional experience working within a major research and teaching University; experience, education, business acumen, judgment and integrity to effectively serve investigator and sponsor clients while advancing the best interests of the University.Knowledge of University policies and procedures related to research administration, including but not limited to accounting, purchasing, personnel, regulatory compliance and financial management of contract and grants. Experience with Federal Acquisition Regulations (FARs), Code of Federal Regulations (CFRs), Office of Management and Budget Circulars (A-21, A-110, A-133). Demonstrated excellent written and oral communication skills to ensure effective communication with a wide audience (e.g. academic administrators, scientists, physicians, staff, sponsoring agency representatives and the general public).Skill in development of formal, detailed business plans with accompanying financial projections and analytical research for effective decision-making.Demonstrated ability to supervise a workforce, including organizing workflow to accomplish objectives, delegating responsibility, identifying training needs and opportunities, developing incentives, evaluating subordinate effectiveness and administering corrective action where necessary.Demonstrated knowledge of the distinctions between gift, grant and contract mechanisms for support of campus programs and the ability to interpret the varying objectives and needs of investigator and sponsors in order to advise on the appropriate mechanism for this support. Savvy negotiation skills to resolve conflict among various groups and individuals with diverse backgrounds and goals concerning sensitive and important issues.Ability to establish and maintain cooperative and mutually supportive working relationships with faculty, administrators, staff, other campus units, UC system units and sponsoring agencies. Skill in analyzing information, problems, situations, policies or procedures to define the issue, need or objective, identifying relevant facets, formulating alternatives for resolution or new program development, and recommending alternative choices and implications for implementation.
