GRAPHIC DESIGNER SENIOR
AGENCY INFORMATION
Washington's Lottery was created by action of the Washington State Legislature in July 1982. Lottery activities are aimed at incrementally growing sales to meet revenue commitments. Playing Lottery games is only one way to win in Washington. Promoting economic vitality in our state is the most important way the Lottery can help residents win. The greatest share of Lottery proceeds is returned to the state and its residents in three ways-as prizes, as retailer commissions, and as transfers to the Education and General funds. Since the Lottery sold its first ticket in November 1982, it has paid more than $4.7 billion in prizes, and retailers have received more than $485.4 million in sales commissions. In FY 2007 the Lottery contributed $101.9 million to education.
PRINCIPAL RESPONSIBILITIES
Designs and produces digital art work in a Macintosh environment for reproduction. Creatively applies sound graphic design procedures, principles, and standards to a wide variety of communications for reproduction, either physical, such as printing or manufacturing, or digital, such as for the intranet, internet, or other electronic media.
Conceptualizes the communication goals of specific projects for advertising, educating, or otherwise informing. Oversees print and other forms of reproduction to ensure quality standards and timely deliveries. Provides graphics to support agency goals and objectives for the Lottery Web site.
Works closely with affected Lottery divisions and the advertising/public relations firm to develop and maintain up-to-date website content, function and visual integrity, and creating a fully interactive multimedia Web environment using
state-of-the-art technology.
Evaluates usability and accessibility for all potential site users; measures and assesses Web site performance; tracks website usage and industry Internet trends.
Develops and implements Web standards and guidelines that support Agency graphics standards and style manuals. Remains up-to-date on new and emerging technologies and techniques; recommends changes and implementation
strategies for Lottery website as appropriate.
Assists in developing and maintaining departmental systems for organizing job requests, artwork, photos, publications, materials and supplies. Assists in maintaining records of expenditures and inventory levels. Performs basic computer and printer maintenance tasks. Trouble shoots basic computer hardware/software glitches to maintain production levels.
Assists in the development and maintenance of print design quality standards agency wide. Assists in the assessment of computer hardware and software needs for procurement. Assists in securing computer system technical support. Travels to the regional offices, retailers, vendors, and other locations within and outside Washington State to conduct Lottery business. Supports agency vision and mission.
DESIRED COMPETENCIES
Education
Bachelor's degree in communications, graphic design, fine arts, media, or allied field, and/or equivalent job-related experience and at least three years of experience with commercial website management, administration, and/or design
and editing.
Knowledge, Skills and Abilities
· Knowledge of methods and techniques of graphic design; effective application of materials and media; scheduling, prioritizing and time management techniques.
· Ability to use computers, both Mac and Windows platforms with an emphasis on Mac, proficiently and be proficient with industry standard software, including:

· Ability to conceptualize, design and produce a variety of communication materials.
· Must have programming and design knowledge and experience to be able to create internal and external Internet pages.
· Demonstrated success designing and maintaining creative, effective Internet sites; familiarity with Internet protocols, site design, integration and backend structures.
· Knowledge of web-based marketing techniques from a strategic and tactical level.
· Must be creative, have good design and layout skills, and good with finding innovative solutions to communication concerns and challenges.
· Ability to work independently and efficiently under multiple deadlines in a fast-paced, team environment.
