This position is responsible for government and commercial contract administration. You will review of contracts, preparation of government and commercial bids and solicitations; ensure operations and logistics are in place to support contract requirements; work with federal, state and local contracting officers to develop and administer contracts.; negotiate directly with commercial customers, federal, state and local governments for supplemental agreements or adjustments to the contracts
Key responsibilities include:
• Provide technical guidance and act as a liaison between all internal departments and the general Services Administration, Department of Defense, State & Local Contract and Procurement officials to ensure feasibility of terms of all contract provisions.
• Determine problems in production, delivery, quality assurance of other areas that could affect contracts. Recommend and request waivers to contract requirements and/or deviations from original terms.
• Communicate regularly with government inspectors, auditors, and contract administrators to advise them of contract status, scheduling, problems that have arisen and proposed solutions. Responsible for GSA visits to Snap-on locations.
• Work with GSA representatives to close out completed contracts, Review contract files to determine that all contractual obligations are met and resolve problem situations.
• Work closely with order entry and accounting personnel to ensure the government payments are received in an accurate and timely fashion. Follow up with GSA to resolve outstanding invoices.
• Work closely with representative from manufacturing and technology, quality assurance, sales and purchasing to identify opportunities for future business with commercial and government.
• Act as a resource for proper completion of customer and supplier surveys.
Requirements:
Bachelor's degree and five to seven years defense industry experience in government and DOD contracting or the equivalent combination of education and experience. Knowledge of GSA MSS schedules and issuance of BPA's against those schedules; Knowledge of government regulations, FAR, DFAR, GSA and DOD regulations; Experience working with GSA, DOD, state and local governments; Familiar with GSA Advantage, DOD E-Mail, E-buy, E-Library, CCR, ORCA, GSA Fed Biz Ops, Smart Cards and commercial e-catalog transaction sites. Must have prior contract or paralegal experience and knowledge of contract administration principles, policies, regulations and procedures to administer groups of contracts, some of which are very complex in nature. Must be skilled in negotiating techniques and cost/price analyses. Approximately 20% overnight travel. Knowledge of Cost Accounting Standards (CAS) and cost principles in FAR Part 31 is preferred, along with knowledge of Snap-on Organization; sales, manufacturing and technology, quality assurance, purchasing and distribution to coordinate activities.
