Reviews activities and initiatives to assess internal and external communication needs. Researches public affair/communication approaches and analyzes stakeholders, messages, media vehicles, and tactics to support leadership goals and objectives. Summarizes findings and develops recommendations based on analysis.

Develop and execute a comprehensive and integrated communications plan to identify stakeholders; Develop appropriate messages, identify time lines, disseminate communications, and develop and utilize tools to measure effectiveness of communications. Facilitate mid- and upper-level management/program teams in communicating goals by attending their meetings, making recommendations, and forming communication strategies and plans for the team. Conduct research among subject matter experts and stakeholders to support relevant messaging strategies and tactics.

Performs research on various issues and helps prepare Fleet Readiness Center's personnel for media contact. Coordinate and monitors media interviews between Fleet Readiness Center leadership and local and national media outlets concerning major naval aviation programs. Make special arrangements for information exchanges, news conferences, and other public affairs events as needed.

Develop key messages; write, edit and disseminate briefings, speeches, press releases, newsletters, website content, and other communication tools to internal and external audiences. Write speeches and scripts for senior Fleet Readiness Center's leadership and help train them in risk management when dealing with high risk, low trust audiences. Coordinate and prepare briefing material for senior-level presentations. Review material intended for internal and public release to ensure that it represents the best interests of the command, the U.S. Navy, and is consistent with established public affairs objectives and policies. Acts as an internal expert, consultant, and project manager, and represent Fleet Readiness Center to internal and external groups. Required SkillsBachelor’s degree in communication, marketing, or a related 'writing-intensive' field from an accredited college or university and five years experience in a communication, marketing, or a market research field.
