7259 - Senior Multidisciplinary Engineer, Environmental Test Lab

Required Skills:   BS in Electrical, Mechanical, or Aerospace Engineering, or a similar disciple with 9-11 years of related experience, MS degree with 7-9 years of related experience, or a PhD with 5-7 years of related experience. Extensive technical expertise and understanding of principles, theories and concepts in the field of environmental testing.   In depth knowledge of analytical methodologies and their effect on conducting vibration, acoustic, shock and thermal vacuum tests on hardware assemblies.   Significant practical experience in conducting: vibration, acoustic, shock and thermal vacuum testing and data analysis.Desired Skills:   Extensive environmental test engineering skills with substantial practical experience in operating electromagnetic shakers, acoustic, thermal, thermal/vacuum chambers and all associated control and instrumentation systems.   Extensive knowledge of industry practices and standards.   Significant experience in handling and testing space flight hardware.    Extensive knowledge of applicable Laboratory policies and procedures, NASA policies and procedures, and government regulations.   Significant experience in service business phases, including planning, customer interface, budgeting, scheduling, reporting and issue resolution.   Significant knowledge of instrumentation installation data recording, data analysis and test control systems is necessary.

Will:   Be the engineering operations chief for the thermal vacuum testing, instrumentation, and dynamics testing areas of the Environmental Test Laboratory.   Have responsibility for developing, prioritizing, submitting, and implementing Construction of Facilities (CoF) Proposals for ETL.   Manage budget for infrastructure account, when applicable.   Contribute to the marketing for new JPL business with industry partners and other NASA centers.   Lead and conduct vibration, acoustic, shock and thermal vacuum tests.   Establish new technical facilities, processes and policies in the area of environmental testing.   Be accountable for team results, including performance standards, service center budget and work schedule.   Will provide input to the supervisor for service center planning and reporting, budgeting and cost management, metrics and reporting.   Ensure sufficient resources (JPL, contractor, outside testing services/vendors) to meet all ETL customer demands.   Develop ETL technical and cost models that are used by Cognizant Engineer and Project Element Manager in planning ETL tests and support.   Lead and implement iPICS in ETL.   Be primarily responsible for resolving all customer issues and schedule conflicts.   Will be the prime contact for the group and perform as backup to the supervisor.   Assist with interviewing prospective candidates for hire, review work products and provide input to yearly review of current personnel.   Mentor and coach employees internal and external to the organization.   Be accountable for team results, including performance standards, budget and schedule.   Have continual involvement and participation with industry partners and other NASA centers.   Will report to the Supervisor of the Environmental Test Laboratory Group.
