                                                  Senior IS & CS Engineer

Jet Propulsion Laboratory (JPL), a division of the California Institute of Technology, is a lead research and development center of the National Aeronautics and Space Administration (NASA).  The Laboratory has a wide-ranging charter for solar system exploration, Earth observation, astrophysical research, and technology development, and employs approximately 5,000 scientists, engineers, and support personnel.  JPL also manages and operates NASA’s Deep Space Network, a worldwide system of antennas that communicate with spacecraft and conduct radar and radio astronomy studies.  The Laboratory is located on a 176-acre site in the foothills of the San Gabriel Mountains in Pasadena, California.

 

Required Skills: BA/BS in Computer Science or related technical degree with 10-20 years of experience; MA/MS degree with 8-18 years of experience; PHD with 6-15 years of experience.  Demonstrated experience in the implementation of information technology (IT) systems and operations in a security environment. Demonstrated effectiveness providing technical leadership and oversight of complex security-related IT systems including overall system analysis, system design, and system architecture (hardware and software), as well as oversight of systems integration and systems maintenance and operations support.   Demonstrated ability to develop requirements, make recommendations, and implement improvements to IT systems and processes.  Demonstrated knowledge of implementation and maintenance of computer hardware and software, and Windows system administration. Proven ability to document processes and procedures and write IT security plans and procedures. Proven ability to identify root cause and implement effective short-term and long-term corrective action.   Proven experience in project planning, schedule, and resource management. Excellent customer interface skills and demonstrated ability to interface with a variety of internal and external customers as well as all levels of management. Ability to become a NASA Certified SA for PC workstations and servers. Excellent verbal and written communication skills.  Demonstrated ability to understand and interpret Program classification guides and experience supporting customer reviews and audits.   U.S. citizenship required with ability to obtain a Top Secret (TS) clearance and be approved for SCI access.   Desired Skills: 10-20 years of experience in system administration, network configuration, system engineering and/or system design. Familiarity with NASA systems such as Lenel, CBACS, ECAPS, URC, and MDI. Experience with JPL and NASA Integrated Services Network (NISN) networks. Extensive knowledge of PC servers, security, networking, applications, and troubleshooting.   DoD security background and knowledge of the National Industrial Security Policy Operations Manual (NISPON) and National Institute of Security and Technology (NIST). Special Access Program Security knowledge a plus. Should have Certified Information Systems Security Professional (CISSP) or Systems Security Certified Practitioner (SSCP). Technical knowledge of OCIO applications and services as well as Office of Protective Services (OPS) IT systems and security requirements. Experience providing technical inputs to management reviews and reports. Experience interacting and communicating with all levels of management.

 

Will: Oversee the IT Operations for Office of Protective Services (OPS) systems, reporting directly to the Manager for OCIO/OPS and the Manager of the Engineering Tool Support & Operations Group. Will architect and support information technology for security applications including: physical security, personnel security, computer security, document control, security communications, encryption and industrial security.   Design, implement, and maintain the infrastructure for multi-platform servers and applications used by the OPS including: Lenel, CBACS, ECAPS, URC, and MDI.   Will interface between OPS and LMIT for hardware and software support for subscribed systems. Additional tasks include managing configuration of systems and topology, interfacing with other NASA centers, maintaining IT security and disaster recovery plans.   Will also provide support to the OPS investigations and Special Programs groups.
