7472 - Level III Administrator, Enterprise Engineering

Required Skills: Master’s degree in Finance, Accounting or similar discipline with 6+ years experience, or Bachelor’s degree with 8-12 years experience.   A well-rounded, professional individual with strong analytical skills (including statistical charting); in-depth knowledge in the areas of financial analysis and reporting, human resources and acquisitions; and extensive experience in the business discipline.   Proficiency with Microsoft Office Applications such as Excel, Word, Powerpoint, etc.   A pro-active, self-starter with the ability to plan, prioritize, and complete assigned tasks with minimal supervision.   A strong customer service philosophy and background and professionalism in interfacing with all levels of personnel.   Excellent written and oral communication skills.   Proven ability to implement best business practices in achieving the goals of the Division.Desired Skills: Wide breadth of knowledge of JPL policies, procedures, processes and financial systems.   Extensive administrative experience in the areas of financial analysis, budgeting, cost analysis, asset management, workforce planning, and human resources.   Demonstrated experience with ORACLE financial and requisition modules, as well as reporting tools such as Data Extractor, Discoverer, FFE, CFMR, COBRA and all JPL web applications.

Will: Be an Administrator reporting to the Business Manager for the Enterprise Engineering Division (37).   Primary responsibility will be to conduct financial analysis which will include detailed reviews of planned budget vs actual or cost vs distribution and explanation of all variances on direct cost accounts and the twelve (12) service center accounts within the Division. Present these findings as required on a weekly and monthly basis to Division management and staff.   Be the subject matter expert to all business tools and reporting activities.   Will develop and manage an administrative strategic business plan, including workflow planning and monthly cost performances.    Perform financial oversight of Service Center costs and distributions, review and approve financial journals, monitor direct cost accounts and prepare budgets for research proposals. Analyze the financial performance and efficiencies of Service center accounts with Institutionally established metrics.   Recommend budgetary priorities and/or corrective actions and develop baseline budgets.   Collaborate with technical Section and Division management with organization-wide business development, staffing plans, workforce analysis and planning. Working with the Business Manager to coordinate the day-to-day business operations which includes, but not limited to processing Personnel Requisitions, monitoring staffing transaction data, utilization of facilities such as office space, laboratories and technical space, conducting annual safety and asset inventory reviews, processing Division established Business metrics and maintaining required compliance training records.   Provide leadership and mentor junior and lower level administrative staff members.  Perform ad-hoc business administrative tasks assigned by the Business Manager to achieve desired strategic goals and objectives.   Will be the alternate to the Section Business Manager in his absences.
