7498 - Senior Environmental Compliance Specialist

Required Skills: Typically requires a Bachelor’s Degree in Environmental Science, Science or  Engineering with emphasis in Environmental with 10+ years experience in environmental compliance, (i.e., air quality, water quality, endangered species); a Masters Degree with 8+ years experience or equivalent.   Extensive experience in Federal and State regulatory requirements with emphasis on NEPA and CEQA.    Demonstrated experience in assessing environmental issues, determination of potential impact, and preparation of required documents.   Ability to solve complex problems, while working under pressure to meet time critical and project critical deadlines.   Must be a self-starter and team player with demonstrated ability to network and work effectively with all levels of management and personnel.    Must have strong customer service skills and excellent interpersonal, organizational, presentation, planning, verbal and written communication skills.    Proficiency in Microsoft Office computer programs (Word, Excel, and PowerPoint).Desired Skills: Knowledge of JPL processes and procedures. Familiarity with research and flight projects environment as well as institutional projects.  Familiarity with JPL operated sites is a plus. Thorough understanding of NASA Headquarters environmental requirements, and previous association with their respective personnel. Recent experience in writing NEPA documents which meet NASA requirements.

Will: Be a member of the Environmental Affairs Program Office and responsible for managing the NEPA Program for all of the Laboratory's ground-based projects.   This includes but not limited to reviewing projects for potential environmental impacts, attending Facilities project review meetings, preparing all required documents, and coordinating with NASA representatives for signatures on the documents.   This will require interfacing on a regular basis with NASA Management Office, Facilities, JPL researchers, outside agencies, the Systems Safety Office, the Public Affairs Office, the Occupational Safety Office, and technical staff in the Environmental Affairs Program Office regarding potential issues on each project.   Will review and advise on Small Business Innovation Research Office (SBIR) proposals for potential environmental impacts as requested by that office.  Alert the SBIR Office regarding the need for contract modifications and/or statements with contractors completing work to assure environmental compliance. Will serve as a resource for internal and external organizations on environmental compliance and perform all other duties that may be assigned.
