Job Category: Administrative/Clerical Job Requisition Number: Q10966The CPIC Analyst will be required to perform a variety of CPIC related activities in one or more functional areas of finance and IT project management. The incumbent will possess strong analytical and communication skills and the ability to handle multiple assignments with little management oversight. The specialist must have proficiency in the development of forecasts, baselines, performance measures, Earned Value Management (EVM), schedules (e.g. Work Breakdown Schedule), contracts, baseline change requests, and variance analysis. The individual should also have in-depth Capital Planning and Investment Control (CPIC) implementation experience. S/he will primarily work with the customer(s) to establish and manage CPIC Pre-Select, Select, Control, and Evaluate phases and best practices and activities involved in successfully implementing these phases. S/he may also be involved in identifying potential EVMS tool and/or IT portfolio management application and leading the implementation of the tools. - Track and report on best practices within the government and private industry on IT Capital Planning and Investment Control (CPIC). - Provide support in the integration of agency IT Governance process with OCIO IT CPIC process. - Support CPIC implementation in the OCIO, which includes Pre-Select, Select, Control, and Evaluate phases. - Support implementation of Earned Value Management tracking, variance analysis, and reporting. - Implement business case data collection, analysis, and formulation of performance measures, cost-benefit analysis, risk management, and EVM. - Implement Evaluate phase activities such as IT operational analysis and Post Implementation Review (PIR) and Lessons Learned. - Intimately familiar with OMB Circulars, GAO Guidance, and Industry best practices regarding CPIC. - Support development and coordination of user training for CPIC to include business case submissions, integration with CIO Project Management Handbook, Earned Value Management, and other major CPIC processes that the OCIO is implementing. - Responsible for reporting to OMB and DoD regarding IT investments, E-Gov initiative, and other mandated reporting by OMB and DoD. - Responsible for implementing CPIC process to include coordination and analytical support of IT project reviews. - Responsible for ensuring that all CPIC documentation (including guidance, policy, or plans) are updated on a timely basis to reflect current OCIO CPIC activities. - Research, recommend, and implement the most efficient and effective method of collecting, storing, managing, and presenting CPIC information required from project managers to meet CPIC requirements. - Prepare and present EVMS and financial reports and recommendations to management, operating plan, variance reports and budget development. - Work with all divisions to provide financial analysis and guidance on any and all new projects using EVMS, CPIC, and/or cost estimation techniques and standard practices. - Reconcile inconsistencies between cost reporting data and EVMS results. - Prepare ad hoc analyses. - Supports Division Chief on EVMS and CPIC implementation and management. EVMS will be in the context of CPIC. - Support project managers develop WBS, schedules, and CPIC and EVM processes and provide strategic analysis and guidance. - Leads all planning, development, and management processes for CPIC, EVM, IT portfolio management, and other main activities as requested by the customer. - Provide CPIC training to OCIO staff, senior managers, and executives. Must Have the Following: US Citizen. Microsoft Office, Excel and PowerPoint proficiency required. Microsoft Project proficiency required. 14+ Years with HS or 10+ Years with AA or 8+ Years with BS or 6+ Years with MS or 3+ Years with PhD. Intimately familiar with the Clinger Cohen Act and other legislations that impact IT CPIC process. Able to translate legislative and federal mandate requirements into actionable CPIC activities for purposes of compliance. Excellent proficiency in implementation of CPIC processes. Experience in conducting staff training and development. Experience with development and maintenance of project schedule(s) to support project planning, execution, monitoring, and control. Intimate Understanding and implementation experience of IT portfolio methodologies. Understanding of the Capital Planning & Investment Control (CPIC) process (Pre-Select, Select, Control, and Evaluate) which serves as the management control vehicle of integrating long range planning with the budget and acquisition process. Able to understand and integrate customer existing processes into "To-Be" CPIC process.Prefer to Have the Following: IT Portfolio Management Tool (i.e. ProSight, eCPIC, Portfolio Server, etc.) preferred, but not mandatory.
