Capture/Proposal Solutions Center Operations Manager
The Capture/Proposal Solution Center Operations Manager is responsible for managing all proposal related efforts for Raytheon Technical Services Company LLC including the operations and management of all proposal related staff (~20+ resources) and being the lead proposal manager on significant strategic pursuits within RTSC. The C/PSC staff is located in multiple locations and provides on-site and virtual capture and proposal support services for proposals that vary from large, multi-billion dollar efforts, to smaller task order responses, all of which are important to the growth of the organization. This position is expected to provide direction and leadership to various teams of proposal managers, technical writers, subject matter experts, production personnel, and proposal and production coordinators to ensure the highest quality proposals are sent to customers for evaluation. Position reports to the Vice President of Business Development. Other specific job responsibilities include, but are not limited to the following: · Directly supervise and evaluate performance of personnel assigned to the Capture/Proposal Solution Center, including consultants used in support of proposals. · Ensure all proposals are high quality, compliant and completed within budget and on schedule · Build and manage C/PSC team across geographic boundaries · Manage the C/PSC facilities, equipment, electronic resources and collaboration tools. · Develop and maintain effective customer interface with the Business Development organization, various business units and other parts of the Raytheon organization. · Develop, maintain and continuously streamline proposal development related processes and policies for implementation across various geographic locations · Develop and manage department and proposal budgets · Manage the integration of GovWin software with proposal development processes · Facilitate capture and proposal related meetings, and process reviews · Manage resource allocation to ensure proposals are adequately supported · When necessary, provide daily direction and guidance to proposal teams concerning processes and schedules, determining the daily status of all work products, determining items that are behind schedule and identifying problems that are preventing adequate progress. Required Skills, Knowledge and Experience: · At least 12 years experience managing proposals and supporting capture and proposal teams and activities to include at least 5 years of management in a C/PDC type functional environment · Proposal management experience · Demonstrated ability to prioritize and plan work schedules, activities and resources efficiently · Excellent focus on customer service and identifying and managing customer requirements and expectations · Demonstrated ability to build and manage teams in a fast paced and geographically dispersed environment · Demonstrated knowledge of business development and proposal center related practices - from opportunity qualification and capture development, through proposal development and delivery, up through contract award and post-award activities · Demonstrated ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations · Must be capable of multi-tasking · Must decipher government solicitations to ascertain requirements and produce unambiguous responses. · Demonstrated ability to write reports, proposals, business correspondence, and procedure manuals. · Demonstrated ability to define problems, collect data, establish facts, and draw valid conclusions and make sound business decisions based on knowledge of relevant data · Demonstrated ability to identify and resolve problems in a timely manner · Demonstrated ability to build an inclusive culture where employees feel respected and diverse backgrounds are leveraged to create a highly effective work environment · Excellent oral and written communication skills and demonstrated ability to communicate at all levels of an organization Required Education (including major): Bachelor’s degree in Business Administration, English, Journalism, Planning, Social Science, or other related field. Master’s degree desirable. Experience can substitute for educational requirements.
