ATCOTS: Certified Instructor II (Field) ***CONTINGENT UPON CONTRACT AWARD*** Job Description: RTSC’s Training Organization is currently seeking multiple, full time, on-site senior ATC training instructors for various locations throughout the United States. These positions are in support of the FAA Air Traffic Control Optimum Training Solution (ATCOTS) program. Personnel selected will function in a position titled Instructor II at Air Route Traffic Control Centers (ARTCC), Terminal Radar Approach Control (TRACON) facilities, the Air Traffic Control Service Command Center (ATCSCC) and the FAA Academy. This hands-on position will require the candidate to effectively and consistently deliver the highest quality classroom and lab based training to a wide variety of students including developmental air traffic controllers and certified professional controllers (CPC). The successful candidate will have demonstrated excellent teaching/platform skills and classroom management techniques, a student focused drive for continuous improvement and strong technical skills with current ATC automation, simulation systems and procedures. In addition, this more senior position will provide mentoring for students and other instructors as well as curriculum design and development expertise. Required Knowledge, Skills and Experience: Instructor II must have a minimum of five (5) years recent experience working as a Certified Professional Controller in an air traffic control facility (e.g., Air Route Traffic Control Center (ARTCC), Airport Traffic Control Tower (ATCT), Terminal Radar Approach Control (TRACON), within the ATC option for which application is made. Terminal experience must have been at a like-type facility. Candidates must have Military, FAA or commercial Air Traffic Control training and experience. Prior (or current) certification as an Air Traffic Controller is required. Instructor experience, both in the classroom and simulation laboratory (procedural and radar), is required. Prior (or current) On-the-Job Training Instructor (OJTI) certification coupled with at least 3+ years experience in that role is required. Candidates must be knowledgeable about current practices in Air Traffic Control and the current state of the NAS. ATC “Area Knowledge” and experience at the specific local facility level is required. Classroom Certification Instructor II must complete FAA Facility Instructor Training (Course 10501) as quota becomes available. The FAA will furnish this course at no tuition cost to the Contractor. The FAA may waive the requirement in writing if an individual has previously completed the course. En Route: Stage III and IV Terminal: Stage VI and VII Instructor II trainees must be required to observe certified instructors in one full class in order to be eligible for classroom certification, unless a written waiver is granted by the FTL. Instructor trainees must teach a minimum of three (3) lesson plans under the observation of a certified instructor. The Field Training Lead must notify the FTL when an instructor trainee is ready for certification. The FTL or FAA designee must observe the instructor trainee for at least one (1) hour and document the performance using Attachment J.15, Performance Evaluation Critique Sheets - Contract Instructor Evaluation – Classroom form, by indicating “Initial Classroom Certification” in the Operating Position Box. After completion of these requirements, the FTL makes a determination whether to certify the instructor trainee. Upon certification, the instructor may teach any classroom lesson. Instructor II trainees must be classroom certified by the FTL within 60 calendar days after reporting for duty at the facility. Laboratory Certification Instructor II trainees must have the knowledge and skills for each laboratory (radar, non-radar, etc.) they will teach. Instructor II trainees must complete a written knowledge test developed by the FAA for each position/sector to be taught. Each sector knowledge test will be graded by the Facility Technical Liaison or FAA designee and must be passed with a score of at least 70%. Instructor trainees must complete a minimum of five (5) but no more than twenty (20) simulation scenarios for each position/sector to be taught. Instructor trainees must observe at least ten (10) hours of developmental air traffic laboratory instruction conducted by certified instructors. Instructor trainees must conduct a minimum of three (3) hours of non-radar instruction, and a minimum of three (3) hours of radar/radar associate laboratory instruction, under the observation of a certified instructor. The purpose of this training is to acquaint the instructor trainee with good instruction techniques and proper documentation procedures. After successful completion of these requirements, the Field Training Lead must notify the Facility Technical Liaison that the instructor trainee is ready for certification. The FAA must evaluate the instructor trainee conducting one (1) hour of a non-graded simulation scenario of 80% complexity. The FAA must document the instructor trainee’s performance on Attachment J.15, Performance Evaluation Critique Sheets - Contract Instructor Review/Simulation Instruction, by indicating “Initial Simulation Laboratory Certification” in the Operation Position Box. If certified, the instructor may now teach in that position/sector without the presence of another previously certified instructor. Instructor II trainees must be laboratory certified within the first 120 calendar days of reporting for duty at the facility. If initial certification is anticipated to extend beyond these requirements, a written waiver must be requested from the authorized National CO. If the FTL or FAA designee finds the trainee to be deficient and unable to be certified, the Contracting Officer or authorized National CO will issue a determination that the unsuccessful Instructor II trainee is unqualified for continuation in the contractor trainee’s present job classification and must be precluded from working in that job classification under this contract. Required Education: A Bachelors degree, or the equivalent additional experience and training in FAA, military, or commercial Air Traffic Control Operations is required. Desired Knowledge, Skills and Experience: Operational experience with ATC simulators including scenario design and pseudo/remote pilot operations for one or more of the following systems is a plus: DYSIM, ERTSS, ETG, ATCoach, TSS. Curriculum design and development experience is desired. Able to interface effectively with FAA personnel at all levels to insure the training delivered at the local level is responsive to local needs, is comprehensive and of consistent high quality With the Contract site Supervisor, able to continuously evaluate classroom and simulator training and receive and apply feedback as required.
