ISR Group, Inc. provides frontline service and support to U.S. Defense and Intelligence Agencies and their Prime Contractors. Openings for the following position are available at the company’s corporate office in Savannah, TN.
Contracts Manager (Bids and Proposals)
Description
This senior level staff position is responsible for contract administration functions for Commercial and U.S. Government engineering, operations, and production contracts to include:
· Participate in and/or conduct front-end strategic assessment of business pursuits, contract negotiation, contract administration, and customer contact activities. Provide proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
· Prepare Bids and Proposals in response to Government and Commercial RFI, RFQ, RFP and Solicitations.
· Examine Forward Pricing Rates, cost structures, material estimates, production costs, performance requirements and delivery schedules to ensure a compliant proposal is submitted to the customer.
· Review Statements of Work and specifications to identify risks, informing management of contractual risks and obligations. Recommend solutions or alternate proposals to minimize risk and participates as a key resource on capture teams.
· Develop negotiation strategies for corporate management’s approval. Determine the affect of proposed terms and conditions upon pricing and schedules.
· Act as the focal point of contact with the customer for all contractual matters and liaison with customers and internal departments for all matters affecting contracts.
Requirements
Candidate must possess Bids & Proposals experience with U.S. Government contracts and a strong demonstrated knowledge of contract terms and conditions, including FAR/DFAR, and ability to perform tasks without appreciable direction. Must have experience in developing solutions to complex problems and providing contractual advice and analysis to ensure that the business achieves its financial objectives. Candidate must possess knowledge of ITAR and export licensing requirements and procedures. Demonstrated ability to conduct timely negotiations and resolve customer issues in addition to optimizing cash flow in contract management and negotiations. Candidate must possess excellent communication skills and ability to provide briefings to management and customers.
Education
· 4 year degree or
· 5 + years of related experience within the DoD contracting field
· Prior military experience is preferred
