DCGS Software/Systems Engineer III

SUMMARY:
The DCGS Software/Systems Engineer III (Systems Engineer level 3) will lead the Systems Engineering efforts of the MTCSC contractor team supporting the Marine Corps Distributed Common Ground System (DCGS) project.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Managing overall project systems engineering activities
Defining the process the project will use to support the architecture development of the DCGS-MC project, using the DoD Architecture Framework (DoDAF), including the development of the project’s Net Ready Key Performance Parameters (NR-KPP), all using the Telelogic software tools for architecture development.
Lead author for the project’s Systems Engineering Plan (SEP), to include the review and definition of all processes contained within the SEP
Oversee and update the systems engineering components of the project’s Integrated Master Schedule (IMS)
Oversee and manage of the development of multiple systems engineering processes and plans, documented within the project’s Technology Development Strategy, Information Assurance Strategy, Consideration of Technology Issues, Program Protection Plan, Risk Management Plan, and the project’s Requirements Traceability Matrix.
Assist in developing project briefs that capture all systems engineering processes and issues.
Identify all project risks related to systems engineering

EDUCATION:
Must have either a Masters Degree in Computer Engineering or related field plus ten (+10) years of experience; or a Bachelors Degree in Computer Engineering or related field plus twelve (+12) years of experience

EXPERIENCE:
A qualified candidate must have;
A minimum of ten (10) years of experience (with a Masters Degree) or twelve (12) years of experience (with a Bachelors Degree).
Five (5) years of experience working with CMMI, ISO 9001 or similar standards.
At least two (2) years of experience leading or directing others in a team.

Candidate must also have at least two (2) years of experience with at least five (5) of the following;
Requirements definition
Modular testing
Formulating design methodology
Documentation origination
Systems integration and testing to verify required performance
Assessment of change proposals for technical merit
Database design and development

Additionally, candidates for the position of DCGS-MC Software/Systems Engineer II will require the following;
Experience as a senior or principal systems engineer, with significant experience as a system architect working in DoD systems development.
Expert knowledge of the DoD Architecture Framework (DoDAF) and the DoD Acquisition Process.
Experience as both a manager of and key engineer for DoDAF modeling activities.
Technical areas of expertise must include Service Oriented Architectures (SOA).
Experience with DoD intelligence systems is required.
Expertise in adapting systems engineering to the DoD acquisition process (DoD 5000) and SEI CMMI Guidelines for Process Integration and Product Improvement.

An active SECRET clearance is required with ability to obtain a TS/SCI clearance.

Degrees (Masters or Bachelors) in Systems Engineering, specific experience with the DCGS community of systems, experience with Marine Corps Intelligence Systems, or other DoD Intelligence Systems.

Experience with Marine Corps Systems Command or Marine Corps Combat Development Command implementation of the DoDAF for acquisition systems.
