Depot Manager/Program Control Analyst

The Depot Manager/Program Control Analyst will manage the oversight of a periscope depot repair contract as well as provide support services to the Universal Modular Mast (UMM) Program for Naval Sea Systems Command (NAVSEA). 

RESPONSIBILITIES:

Depot Manager:

 Perform in a principle role of liason between the Program Office, Government Field Activity, and Depot vendors.

 Track progress of periscope depot repairs throughout maintenance lifecycle, from repair authorization to installation.  Provide timely and recurring reports of depot repair metrics.

 Monitor and advise Program Office of periscope inventory requirements, replenishment, and use of government furnished equipment.

 Manage oversight of depot repair contract, and monitor vendor’s compliance to depot repair standards, authorization to proceed with specific repairs, certified repair of failed items, and adherence to process improvement guidelines.

Program Control Analyst:

 Provide financial, acquisition, and logistics program control support to the UMM Program Office.

 Responsible for day-to-day operations of ongoing mast procurement and development program (acquisition and installation planning).

 Responsible for budget development and execution.  Assist in preparing budget exhibits and program review documentation.  Develop information to justify financial program requirement.

 Develop and present program briefings, statements, and issue papers for the UMM Program.  Draft spreadsheets, reports, and conduct analysis for budget requirements.

REQUIRED Skills/Education/Certifications:

 Understanding of DoD (specifically Navy), the DoD acquisition process and PPBE (Planning Programming, Budgeting, Execution) system.

 Previous liaison experience with various NAVSEA entities, such as Contracts, In-Service Engineering Activities (ISEAs), and Technical Design Agents (TDA).

 Experience with preparing and reviewing contract modification documentation, Statements of Work (SOW), Procurement Requests (PRs), etc.

 Must be able to communicate (written and oral) and interact effectively with customers, partners, and associates at all levels.

 Ability to control/analyze multiple projects, organize large workload with speed and efficiency to meet deadlines.  Detail oriented.

 Proficiency with Microsoft Office and other web-based file-sharing applications and databases.

 Familiarity with process improvement and quality management systems, such as CMMI, ISO 9001, or Lean Six Sigma.

 Bachelor’s degree and five (5) or more years experience in Logistics management and Program Control Support.  Can substitute 15+ years of Supply/Logistics experience and Associates Degree.

 Travel requirement: 30-50% of the time.  Expect high travel periodicity early in tenure as Depot is established. 

DESIRED Skills/Education/Experience:

 Former military (especially Navy) experience with Supply/Logisticis/Depot Repair highly desireable. Completion of Defense Acquisition University (DAU) coursework.
