Director Homeland Security Programs

Position Summary

Tapestry Solutions is seeking an innovative, energetic, and proven leader in the emergency management community to lead its Homeland Security programs.  The individual will be responsible for directing and managing all HLS projects  within the company.  In addition, this individual will participate in business development and proposal activities for new business opportunities.

 

Tapestry Solutions is developing two state of the art applications for Homeland Security; a comprehensive training simulation and a crisis and resource management system.  This position will oversee the development, deployment, and support of these products. 

 

Primary Job Functions

 

· Lead and manages the Homeland Security Business Element of Tapestry Solutions.

· Direct the development, deployment, and support of HLS products and services.

· Manage the HLS Program, to include developing work plans, tracking costs and resources.

· Develop the objectives and operational plans for the HLS Business Element and submits these to the corporation for approval. 

· Direct the development and implementation of a sound organization, policies, and controls.

· Provide periodic reports on business performance of the HLS Business Element.

· Establish and maintain an effective business development strategy for corporate HLS products and services.

· Review and recommend business opportunities to pursue. 

· Represent the company as appropriate in its relations with customers, employees, competitors, suppliers, government organizations, professional societies, and similar organizations.

· Assist customers in understanding the grant process and acquiring grants.

· Maintain a strong connection with the end-users and their requirements to ensure our products remain relevant, innovative, and highly competitive.

 

Qualifications

 

· Bachelor’s degree or equivalent education and experience

· 10 + years of emergency management/Homeland Security experience with at least 5 years in a senior managerial capacity.  Experience as the Emergency Manager for a large municipality or state is desired, but other experience will be considered.

·  Knowledge of the HSEEP and HLS training. Experience in the development and conduct of multi-faceted emergency response exercises is highly desirable.

· Must have a solid understanding of information technology and its applications in the Homeland Security sector.  Experience with various software applications used in emergency management is a plus.

· A minimum of two years of task or project management required.

· Experienced in DHS grant process desired

· Well connected and respected in the Homeland Security community.

· Thorough understanding of NIMS/ICS.

· Excellent oral and written skills.

· Demonstrated proficiency in Microsoft Office suite (MSWord, PowerPoint, and Excel) required.

· Eligible for US Secret clearance.

 

Work Environment, Physical Demands, Mental Demands

 

· Typical office environment with no unusual hazards, occasionally lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

· Frequent travel to customer locations, business partners, and industry events.
