Must have basic understanding of aerospace composite fabrication processes and the ability to read and interpret engineering drawings, and process specifications. Education in Finance and / or other estimating specific certifications is a plus. Computer Skills Proficiency in all MS Office applications (Word, Excel, PowerPoint, Access). Must be capable of learning new software packages specifically designed to support aerospace cost estimating. Job Description/ Duties Review and interpret incoming Requests for Proposal (RFP's, RFQ's, RFI's) and summarize for proposal and cost estimating activities. Develop and document manufacturing approach, layout assumptions and basis for estimating. Using estimating software, both in-house developed and commercially available, the estimator will develop cost estimates using inputs from Procurement, Engineering, Operations and Quality organizations. Prepare technical proposals based on manufacturing and process assumptions developed during the estimating process. Candidate will define manufacturing and tooling approach and subcomponents needed for multiple processes including ATL / AFP (Automated Tap Lay-up / Automated Fiber Placement), proper autoclave usage, etc. Dimensions: Service Supports and provides Estimating and Pricing support for the company Volume/ Capacity and Total Sales Responsible for the development of cost estimates, proposals, and business decision data for product development and established programs, changes in company products or processes, and other management requests under the guidance of the Director of Proposals and Estimating. Complexity The candidate must have a thorough understanding of aerospace composite manufacturing techniques. Ability to read and interpret engineering drawings and technical specifications. Ability to work with cross functional organizations and work multiple projects simultaneously. Advanced knowledge of commercial and FAR provisions and processes, knowledge and analysis of historical data and other estimating tools and methods to develop parametric estimates, "should cost" analyses, detail estimates, and judgment necessary to provide product or process cost and/or price information to cross-functional teams, management, and customers. Area of Responsibility Essential Duties and Responsibilities include the following:Other duties may be assigned. KEY ACCOUNTABILITES 1. Under the leadership of the Director of Proposals and Estimating the candidate shall compile and analyze data on all of the factors that can influence costs? such as materials, labor, overhead and special machinery requirements. Accurately estimate the costs associated with carbon composite products. Estimate of the costs associated with a major redesign of an existing product or the development of a new product or production process. 2. Review and summarize incoming Requests for Proposals (RFP's). 3. Read and interpret Engineering drawing and technical specifications to develop manufacturing process flows. Engineering drawings may be in the form of electronic data or models such as Catia V. 4. Define basic tooling concepts and approach for composite aerospace composites. 5. Prepare technical proposals using inputs from Manufacturing Engineering, Tool Design and Manufacturing personnel. 6. Support the Make/Buy decision process. 7. Maintain an organized proposal filing system. 8. Work with engineers, to determine the machining operations, tools, gauges, and materials that would be required for the job. Prepares time-phase charts and learning curves for manufacturing of parts, assembly, and testing. 9. Confers with manufacturing, and engineering managers to determine manufacturing labor hours. Informs the lead estimator and management of cost to determine pricing 10. Performs various financial modeling for bid and proposal exercises as well as supporting proposals and Requests for Equitable Adjustment (REA). Provide data to the finance department so that Finance can update estimates to complete for various programs. 11. Establishes partnerships and relationships with internal and external customers, stakeholders, peers, and direct reports. Builds strategic partnerships with external agencies and organizations to advance Boeing's position on key issues. 12. Guides the development and implementation of policies, procedures and documents in order to ensure consistent execution of processes within organization in support of Boeing and regulatory requirements. Enforces company rules and policies regarding ethical behavior, safety, security, use of company property, time charging, etc. 13. Forecasts, obtains and manages personnel, facilities, services, equipment and tools to meet project and organizational requirements. Acquires, deploys and schedules personnel to meet organizational objectives. Determines critical skills within an organization or functional area; develops and implements staffing and development plans to ensure necessary skills are available within the company. Reviews, approves and implements facility, equipment and service plans to maximize productivity and ensure safety, security, environmental and regulatory compliance. Coordinates with providers to achieve timely delivery of resources. 14. Develops organizational, business and technical strategies, goals, objectives and related metrics to ensure alignment with Company vision/strategy. Measures progress to plan. Holds leadership team accountable for achieving goals. 15. Approves the technical approach used on program or multiple projects. Ensures technical approach and deliverables meet customer, company, quality, industry and regulatory requirements. 16. This position is responsible for internal and external customer service as well as senior management meetings participation. This position is also responsible for providing pricing expertise and guidance to programs on far-reaching/complex government and commercial costing/pricing issues. Preferred Qualifications: Competencies Develops and establishes cost structures, manage relationships and financial analyses with general direction from the Director of Proposals and Estimating. Candidate must have proven leadership and communication skills and perform well in a team environment.
