FBX-T Performance Based Logistics (PBL) Analyst

Job Description: A Performance Based Logistics (PBL) Manager is needed to provide support to the PBL Integrated Product Team (IPT) that will continue on with the PBL strategy for the FBX-T Program. The IPT’s strategy will focus on establishing milestones, selecting metrics, determining how to measure the selected metrics, draft a business case analysis (BCA), drafting a PBL agreement between MDA and Raytheon and establishing incentives. The individual will have lead responsibility for analyzing and identifying solutions for low Total Cost of Ownership (TCO), small logistics footprint, limited spares, need for a robust supply chain management, and Operational Availability considerations. The individual will be a major contributor in establishing PBL Metrics, parts usage, component modeling, Safety planning training and support, demand history, reliability to requirements, parts engineering support, level of repair analysis, life cycle cost analysis, complete detailed trade studies & cost benefit analysis and a Supply Chain Management Strategy. Other Tasks will include: development and maintenance of PBL detailed work plan, determination of PBL Requirements, continuation of PBL Strategy and PBL Transition Plan, executing the PBL Transition Plan with MDA approval, and other tasks as assigned. Required Skills: - Extensive knowledge of DoD PBL Framework - Excellent written and verbal communications skills to be able to developing and present to Senior Management and the Customer - Experience determining PBL requirements, strategy and plan - Ability to travel quarterly. - Candidate must be a U.S. citizen with the ability to obtain a SECRET clearance. - Minimum of six years directly related experience. Desired Experience, Knowledge, Skills & Abilities: - Knowledge of MIL-STD-1388-2B & MIL-PRF-49506. - Experience drafting Business Case Analyses (BCAs) - Experience performing Logistics Support Analysis (LSA) - Experience performing Life Cycle Cost (LCC)/Total Ownership Cost (TOC) models - Certified Professional Logistician (CPL) qualification a plus. - A currently active SECRET clearance is desirable.
