GMD Risk Management Systems Engineer 6 Position Description The Ground-based Midcourse Defense (GMD) System is the first missile defense program deployed operationally to defend the homeland against ballistic missile attacks conducted by terrorists or rogue states. The system provides early detection and tracking during the boost phase, midcourse target discrimination, precision intercept and destruction of inbound ICBMs through force of hit-to-kill technology. Extensive ground and flight tests have demonstrated the system's successful performance against long-range ballistic missile targets. Position responsibilities include duties relative to Risk, Issues and Opportunities on the GMD program including coordination with JPO customer. This includes: Proactive support of the Risk Management Program that identifies, assesses, mitigates and reports technical, cost, and schedule risk for the GMD program. Consolidating, reviewing and assessing GMD Risk. Applying system of systems analysis techniques to develop Risk assessments which satisfy customer/operational Risk Management needs. Develop, maintain and identify improvements for the planning, implementation and monitoring of risk, issues, and opportunity management. Plan and oversee the compilation of Risk to quantify and enable management of Risk on the GMD program and MDA level risks. Lead Risk Trade study teams for expansion of the GMD system. Coordinate across organizations to complete Risk analyses. Manage SBX, SE&I, WSOPS, and Program risk. Lead the GMD Program Risk Reviews. This includes coordinating with Risk owners to ensure readiness, assembling Risk packages for the Risk review board and taking actions as directed by the Risk Board to manage Risk. Identify opportunities for evolutionary and revolutionary risk management processes, tools and services. Work in conjunction with internal GMD organizations to identify appropriate Risk, Issue, and Opportunity needs and requirements. Creates and implements strategic approaches for program and business area decisions. Works independently. Demonstrated experience communicating with senior-level internal and external customers, including presentation compilation and delivery. Expert knowledge in risk management. Prefer applicant with membership in Boeing Technical Fellowship program, or career plan reflecting application of candidacy in this program. Education and/or Experience Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 20 years experience in an engineering classification or either a Master's degree with 18 years' experience or a PhD degree with a minimum of 15 years experience in an engineering classification.
