Lead Engineer-Systems
Description:Performs system analysis, design, development, test and evaluation activities, ensures the integration of software, hardware, reliability, maintainability, safety, survivability, human and other requirements in the total engineering effort. Formulates operational concept, performs mission and functional analyses, conducts requirements and information analysis, cost-benefit analysis, system trade studies, and risk analysis. Selects system architecture, allocates requirements and prepares specifications. Develops and evaluates systems, networks and information systems to ensure designs meet applicable governmental security specifications. May provide system accreditation/certification evaluation and test support to ensure all technical security features (e.g., identification, authentication, access control, labeling, and auditing) of the system are considered and function properly. May develop system security documentation on both new and fielded information systems. Successful candidate should have significant experience or education in subject matter areas covered by an Enterprise Standards Program. The candidate should have Data and Information standards experience establishing a basis for interoperability and information sharing among business functions (i.e., people and organizational elements) and IT network elements (i.e., machine to machine, process to process, service to service). The candidate must be able to identify concept areas covered by data and metadata standards, and determine their suitability for inclusion in the enterprise body of compliance standards. The candidate must be able to coordinate standards approval processing to ensure the best fit of data and information standards with enterprise needs for data security, reliability, integrity, provenance and applicability to specific mission uses. The candidate must have a general knowledge of Software, Systems Engineering, Telecommunications, and Business Process standards/ protocols, especially in regard to understanding data and Information standards issues relating to these areas. The selected candidate should have knowledge of systems engineering and Large Scale Systems integration, excellent written and verbal communication skills and the ability to work independently, and as part of a team that includes key technical personnel throughout NSA/CSS and the DoD."TS/SCI with Full Scope PolygraphQualifications:Masters with min 6 years. Bachelors with min 8 years or equivalent experience.An advanced technical degree and a familiarity with systems engineering, and application development. A background or experience working with National and International Standards Development Organizations (SDOs), like IEEE, CCSDS or OASIS, and Standards Setting Organizations (SSOs), like ANSI and ISO is a valuable attribute. Experience with DoD or Intelligence Community standards development and management organizations would also be helpful especially in the areas of IT infrastructure standards, Software standards, Business process standards, and Specialty engineering standards.
