Link-16 (TDL) System Engineering Consultant
Unit: Directorate of Electronic Communication and Computing (DECC)
Location: Riyadh, Saudi Arabia
Compensation: $600-$750K (3 year contract +)
Duties and Responsibility:
Program Planning Support, contributes to:
Requirements definition.
Comprehensive support and system integration strategies for RSAF Link-16 Program.
Provide support for operational requirements development.
Technical implementation.
Rough Order of Magnitude (ROM) estimates.
Test & Evaluation (T&E).
Engineering Change Proposals (ECPs) as directed.
Develop/coordinate reports, assessments, and briefings for the RSAF Link-16 Program Manager.
Program Execution Support: Support the preparation, review, and coordination of program, HQ, and user documentation, such as Weekly Activity Reports (WAR), Monthly Activity Reports (MAR), project plans, test reports, target ROMs, system technical descriptions, and end-product capabilities.
Acquisition Support:
Review contractor documents, evaluate and recommend solutions to technical issues.
Review contractor plans, procedures and execution of program.
Provide financial management, and acquisition logistics related inputs to the Link-16 acquisition process and the administration of orders and contracts.
Provide acquisition support for analysis and integration, operational requirements and architectures development, analysis of alternatives, M&S, simulation-based acquisition, T&E, training, logistics, and funding.
Support acquisition planning and strategy development and Acquisition Strategy Panels.
Prepare Statement of Objectives (SOOs), Statements of Work (SOWs), TRDs, and Requests For Proposals (RFPs).
Support source selection planning, evaluations, and briefings.
Provide evaluations of contractor documentation.
Assess execution schedules and risks.
Support negotiations through contract award and start-up processes.
Logistics & Sustainment Support: Perform actions to deliver and account for RSAF owned documentation, spares, training, logistical support, and depot overhaul in support of manufacturing and sustainment Test Planning/Execution.
Engineering Support:
Coordinate with test centers, agencies, prime contractors and users to schedule, and contract for test support assets.
Review contractor test objectives, plans and procedures and coordinate with responsible RSAF testing offices, international agencies, and other System Program Offices (SPOs) when scheduling test support and infrastructure.
Qualifications and Experience:
M.S. in Electronics/ Electrical Engineering.
8 years of experience in TDL Systems Engineering.
Experience in Lab System Tests, Ground-Air-Ground, plus Air-to-Air Link 16 Flight Testing.
In-depth Experience with Airborne Link-16 platform system, operation, communications, and coordination.
Additional experience with Ground Link-16 platform system, communications, coordination and operation a plus.
Experience in radio frequency management and coordination for Link-16 operation.
Link-16 interface equipment: Multifunction Information Distribution System (MIDS), display consoles, Low Volume Terminal (LVT), encryption devices, antennas, Link-16 transmission equipment and UHF radio systems.
Knowledge of hardware and software of Link-16 interface system.
Knowledge of Encryption devices, keying devices, and protocols used for Link-16 operation.
Knowledge of Secure voice and data communication procedures and protocols used for communications with airborne platforms.
Working knowledge of Link-16 test equipment.
Ability to analyze Link-16 transmissions and provide solutions to problems.
Familiarization with MIL-STD-6016C and Standardization Agreement, STANAG 5516.
