Logistic/Supply Chain Analyst III (contracts)
Position Description:
SUMMARY: Responsible for recognizing, researching, coordinating and making recommendation and /or decision-making for supply chain opportunities. Includes analysis of specific subinventories, commodities, service and suppliers as well as entire supply chain process. Take leadership/ownership role in negotiation of agreements, various process implementation and continuous improvement requirements. Responsible for purchasing and inventory training and all material system changes such as purchasing manual update and all system improvements, and for developing measurement tools such as supplier performance evaluation process.ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties include the following items: • Work in conjunction with the entire Materiel department to analyze, recommend and coordinate all supply chain opportunities. Includes budget availability, funding ability, supplier research and make/buy decisions.• Responsible for analyzing and developing Oracle and Impresa system improvements in cooperation with ITS and Materiel department.• Develop ROP’s, EOQ’s, RFI’s, RFP’s, RFQ’s and contracts with suppliers of the supply chain in conjunction with Purchasers.• Train others on supply chain, purchasing and system policies and procedures.• Manage the purchasing system administration needs as the Corporate Intranet on-site administrator, including internal passwords and access abilities of personnel.• Maintain super user status and train/assist others on the Oracle purchasing and inventory system.• Assist in developing and managing programs/tools such as supplier performance evaluations as well as measuring internal performance and continuous improvement.• Take leadership role in implementation of developed processes and procedures and supply chain initiatives.• Regular and prompt attendance.• Effective and appropriate conduct with co-workers.OTHER DUTIES AND RESPONSIBILITIES:• Perform other duties as assigned.• Generate reports to support department specific information on as-needed basis as well as develop reports and train others to generate.• Travel may be required.SUPERVISORY RGESPONSIBILITY:N/ASKILLS AND KNOWLEDGE:• Must possess high level of communication skills, including the capability to diplomatically and effectively make a point in one-on-one, vendor and group situations.• Ability to read and interpret technical procedures, purchase specifications, applicable FAA regulations and contractual terms and conditions.• Ability to write reports, business correspondence, technical procedures, and contractual terms and conditions.• Must possess high level of judgment, maturity, and decision-making abilities.• Ability to apply basic to complex mathematical concepts.• Able to foresee the risks and benefits of negotiations in all situations, and able to plan for, set goals for, anticipate the outcome of, and conduct high-stake negotiations.• PC skills to include extensive email, word processing, spreadsheet, communications, operating system (Windows), and hard disk management proficiency. Functional knowledge and some programming of mainframe systems (Oracle and Discover) from user perspective.• Ability to multi-task.EDUCATION AND/OR EXPERIENCE: • Bachelor’s degree from accredited college or university in the field of Purchasing, Business, or Engineering AND five years purchasing experience with increasing levels of responsibility, or an equivalent combination of education and experience.• National Association of Purchasing Managers (NAPM) and Certified Purchasing Manager (CPM) status strongly preferred.• Must be bondable.
