Thales-Raytheon Systems Airspace Command & Control Product Line (APL) provides state-of-the-art, open architecture airspace command and control system composed of re-usable software components that run on COTS hardware. APL has fielded systems worldwide. Manager I Software Engineering, to assist the Section Manager in managing the System Control and Offline Functions Team of the C2/BFR Department. This team consists of 15 to 20 software engineers specializing in System Control, Simulation, Data Reduction, Playback and Configurator functionalities. Software engineers on this team participate in full life cycle software development – design, code, unit test, integration and maintenance. The System Control function provides a broad set of services to the Command and Control components for performing low-level activities such as network I/O, file I/O, inter-process communications, data distribution and process control. The Simulation capability provides simulated tracks, radar data and tactical data link messages via a simulation file. The Data Reduction capability produces reports based on data recorded while the air defense system is running. The Playback capability provides display of recorded track, plot and flight plan data at playback consoles. The Configurator capability develops and maintains the run-time software environment by installing, configuring and maintaining software on workstations and servers via automated scripts. The computing environment must adhere to security and software licensing requirements. The APL software is developed in Ada, C, C++ and Java and runs under Unix or Linux Operating Systems. Candidate will assist in daily management of the team, including talent acquisition and retention, manpower planning, career development planning, appraisal processing and salary and promotion planning. Responsibilities include ensuring accurate time reporting of team members, generation of weekly status slides, participation in project status meetings, conducting weekly team meetings, providing technical guidance to team and ensuring personnel understand and follow all Common Processes. Must define and plan individual’s tasks for every program, then gather and enter status in databases on a weekly basis. Section Managers act as Cost Account Managers and are expected to manage the budget for their team (on a program basis), generate variance reports as needed and monitor time charges. The successful candidate will possess strong communication skills and a proven ability to work within a large and diverse organization. In order to support multiple programs, the Section Manager must effectively coordinate multiple and changing priorities in order to meet program schedules and ensure customer satisfaction. Required Skills: Minimum of 6 years experience in full life-cycle software development. Proven leadership skills. Ability to accurately, honestly, openly, and fairly appraise staff, correct deficiencies and build on strengths. Must have experience working in a defense environment. Must have solid knowledge of the software lifecycles and development processes. Ability to quickly come up to speed on technical and management efforts currently underway. Ability to multitask. Self-starter – proactive in determining goals and objectives and pursuing the necessary course of action. Must have experience with cost account management and earned value management. Must be familiar with software cost estimation process and methods, for originating and reviewing bids. Experience in software engineering and configuration management practices and procedures. Strong written and verbal communication skills and ability to work well in a team environment are essential. Must have the ability to obtain a Secret clearance - a US Citizen (no dual citizens). Desired Skills: Ideally will have 8 to 10 years of related work experience Successful leadership of Engineering teams of over five members - motivating and improving staff effectiveness. Familiar with Critical Chain, Common Process Architecture, CMMI and Six Sigma. Experience using tools and metrics to manage development activity. Demonstrated mentoring and counseling skills. Domain knowledge of Air Defense systems. Experience with UNIX or LINUX operating systems. Experience using Rational APEX environment. Experience with Ada, C/C++, Java. Familiarity with System Control concepts, Simulation, Data Reduction, Playback. Knowledge of software security and/or software licensing issues. Required Education: Minimum of Bachelor degree in Computer Science or Software Engineering. Courses in Management Science, Business Administration or Program Management are a plus.
