RTSC is currently seeking an HR professional for the position of HR Manager, Mission Support (MS) and Integrated Range and Installation Services (IRIS). In this position, you will be responsible for leading HR Generalists and for providing HR consulting services to more than 500 employees in the U.S. and at various international locations. Typical duties involve the following: -Supporting new business capture by engaging with capture teams to develop a comprehensive understanding of complex customer requirements and developing effective solutions. Primary capture responsibilities include developing phase-in/transition strategies, writing staffing, compensation and retention plans, working with Capture/ Program Managers and Talent Acquisition representatives to identify, recruit and hire necessary key personnel and executing HR-related phase-in/transition activities in domestic and international locations upon contract award. - Working with HR colleagues in the HR Cross Business Team (CBT) to ensure all necessary technical and functional resources are in place to support programs in the MS/IRIS Product Line. - Providing guidance in the areas of performance management, leadership development, compensation, employee relations, communications & change consulting, training & development, diversity and organizational effectiveness. -Obtaining factual information concerning employee/management inquiries and employee suggestions and/or complaints. Providing counsel and assistance to employees and all levels of management on employee or management issues guided by the company's employee relations policy and labor-law legislation. - Facilitating Leader and Team 360 assessments and New Leader Assimilations. -Participating in the preparation of the annual Human Resources Review. The position is located in Reston, VA and reports into the Director of Human Resources for ISS. Required Skills: Must have solid HR fundamentals and possess a minimum of 10 years of broad-based experience in HR, including employee relations and knowledge and understanding of EEO laws, Affirmative Action and conflict resolution. -Must have a minimum of 10 years demonstrated successful leadership experience in an HR organization. -Strong knowledge of labor law legislation to include investigations and handling of employee relations issues. -Knowledge of deployment procedures and the administration of international work assignments. -Excellent team building skills, self-motivated with the ability to multi-task in a fast paced environment. -Must be a creative problem solver with strong attention to detail, organization, and follow-up skills. -Must have strong communication skills to include verbal, written, and interpersonal. - Strong business acumen and understanding of the HR strategic partnership in driving business results. - Ability to influence and manage change with a passion for HR and a proven track record. - Must be able to work with all levels of the organization and handle multiple complex tasks concurrently. Required Education Bachelor’s degree in Business, Human Resource Management, Marketing or related field. Desired Skills: Desired experience in labor relations and in providing HR support to contracts covered by the Service Contract Act (SCA). Strongly desired experience in working new business capture, including proposal development, and executing contracts in an Indefinite Delivery Indefinite Quantity (IDIQ) environment."
