Mid to Senior Cost Analyst
Responsibilities for this mid to senior cost analyst position include conducting cost analyses in support of Analyses of Alternatives (AoA), Business Case Analyses (BCAs), trade studies, and cost analyses for government clients; providing analytical support for reporting requirements, financial analysis and budget, program controls, requirements development, and planning implementation for government systems and preparing reports and presentations for managers and clients.
The ideal applicant will have at least 4 years of experience in cost analysis and technical management in addition to a bachelor's degree, preferably in math, engineering, business, or the sciences. Applicants will possess analytical and problem solving skills with an in-depth knowledge of cost estimating and have experience in the following areas: Work Breakdown Structures, CAIV, CARD, Affordability, and the acquisition process. Experience with cost estimating methodologies, cost estimating relationship development, and estimating models, cost databases including data collection, data collection, validation and normalization techniques, risk analysis, phasing, earned value management, business case analysis, net present value analysis, and cost benefit analysis is required. In addition, applicants will possess excellent oral and written communication skills and be proficient with Microsoft Excel, Word, and PowerPoint. Knowledge of Department of Education Information Systems, information technology, software development life cycle, software estimating, OMB-300 submissions, software skills including Crystal Ball, COCOMO II, and ACE-IT and the ability to show flexibility, initiative, and innovation in dealing with ambiguous, fast-paced situations are a plus.
