Responsibilities: • Reports to Course Commandant and the Project Director. • Develops lesson plans to support the Program of Instruction. • Presents course material. • Serves as a Small Group Leader for a group of approximately 12-13 Palestinian security officers. • Mentors, assists, advises, and helps students master the educational material. • Provides a vision of a two-state solution and security operations within a democracy. • Serves as a role model for students and as the epitome of security professionalism. • Presents a model security appearance and demeanor to students. • Must be the master of U.S. Army and DOD Joint Tactics, Techniques and Procedures (TTP) for military policing.Course DescriptionCourse Aim: To prepare selected senior Palestinian officers for higher command and staff appointments, by addressing the strategic and operational security issues critical to the Palestinian State.Course End-State: The professional development of senior officers, confident of providing the leadership and direction required to ensure effective security through upholding the rule of law. The course will develop an officer’s ability to analyse complex issues of a joint and integrated nature in order to discharge command effectively and make sound, timely decisions at the military-strategic and operational levels of operations.The Training: The course of study will cover strategic, operational and tactical topics ranging from understanding the Roadmap, policing at the national level, criminal investigations, Palestinian judiciary system, Planning at the operational level, joint operations, decision making, command, threat analysis, disaster relief operations, and tactical skills for employing PASF on the streets. The course will be delivered as a series of modules, or stages, that can, if necessary, be delivered in framework form and then supplemented later by additional study days/lectures. This course is designed to cover the entire range of security issues that will enable the graduates of this course to serve as commanders and staff officers at the tactical level (battalion), operational level, and strategic level. Justification: Developing Palestinian senior leaders is one of the critical functions of the seven-part methodology for building Palestinian security capabilities: Doctrine, Organization, Training, Materiel, Leader Development, Personnel, and Facilities (DOTMLPF). This training is designed to support the Palestinian Ministry of the Interior (MOI) in their mission of law and order. The TPSP, and its future modifications as it is refined, will deliver trained leaders ready to deliver law and order in a Security Reform context. Concept: It is estimated that the total training requirement is approximately 75 students per year from PASF, including NSF, Civil Police, PSO and PG. Each Course will have the capacity to take 24, or possibly 36, students. Teaching methodology uses Small-Group (SG) instruction with approximately 12 students in each SG, mentored by one Small Group Leader (SGL) and an assistant SGL, perhaps a Palestinian with good english language skills. Depending upon the number of SGLs recruited the course could be run with either 2 or 3 SGs, giving options of 3 times course of 24 students, or 2 times courses of 36. Instruction, by module, will focus on a series of central lectures, supported by some pre-reading and followed by directed discussion in SGs. Confirmation of instruction is achieved by paper, or ‘table top’, exercises and student presentations in SGs and as a course. Mentoring and instruction will be provided by the SGL and other instructors. Instruction will be provided mainly in English and translated into Arabic. The course duration is two months (8 weeks of total training with 280 hours of classroom time, plus preparation in private time). The rank of students is lieutenant colonel, colonel and brigadier. The Program of Instruction (POI) will be developed by the Course Commandant, Project Director and SGLs prior to beginning the training. The POI will be coordinated and refined with the MOI and the Strategic Planning Department within the MOI. The POI will not be an esoteric amalgamation of security principles, but will focus on specific Palestinian requirements and challenges. The intent of the POI is to graduate students who are ready to immediately lead their units and staffs to deliver law and order within a context of Security Sector Reform. Instructors are a combination of Palestinian guest speakers, contracted international trainers, and trainers seconded or sent as guest speakers for seminars for short periods of time from stakeholder organizations or countries. International trainers or guest speakers could be solicited from such organizations as the U.S. Army War College, other U.S. Senior Service Colleges; the British Cranfield University and its Department of Defense Management and Security Analysis; and other international security institutions such as NESA Center.Required SkillsExperience: A retired U.S. Army Military Police Commissioned Officer with experience in the entire range of military police security support to law enforcement. Experienced in Training Development and training and instruction. A graduate of a Senior Service College, such as the US Army War College, with instructor/SGL experience at the Senior Service College and other MP schools. Qualifications: An MA/Advanced Degree in National Security/Strategic Studies. Subject to suitability review by INL. Skills: • Excellent computer skills and excellent at Microsoft Office. • Training Development skills. • Excellent communication skills. • International, NATO or Middle East Experience preferable. • Excellent instructor and training skills.
