We are currently seeking a Navy Installation training and Readiness Coordinator for Submarine Base New London, CT for full-time work. Compensation will be based on qualifications and experience. In light of recent terrorist threats and activities and the Global War on Terrorism (GWOT), a growing concern of the Commander Navy Installations Command (CNIC) N7 is the need to increase awareness, train, exercise, and respond to Chemical, Biological, Nuclear, and high yield Explosives (CBRNE) attacks on or near Navy Installations. Within this environment, the CNIC N7, in concert with Fleet, Regional and Installation Commanders, CNIC N3, and CNO staff (OPNAV) Ashore Readiness Division (N461), has developed a framework and master plan which focuses on integrating training, exercises, and readiness reporting for CBRNE, Antiterrorism, Emergency Preparedness (Emergency Management and Fire & Emergency Services), Air Operations, Port Operations and other programs in support of the Fleet, Fighter and Family. To sustain Commander Navy Installation Command (CNIC) N7 Training, Readiness and Exercise programs, direct planning, coordination, oversight and continuous assessment of their training programs for Navy shore installations, a requirement for an Installation Training Officer for Submarine Base New London has been identified that will support installation training and exercise programs necessary to achieve a risk based all hazards approach to all operations including: preparation, mitigation, response, and sustainment capabilities. Duties and Responsibilities: - Assess the Installation's current training, readiness, and exercise program capabilities, identify deficiencies and capability gaps, and provide assessment reports on necessary enhancements. - Develop Installation Training, Readiness and Exercise Implementation Plans and plan of action and milestones (POA&M) for the implementation and execution of the Navy Warfare Training System (NWTS), Navy Training Information Management System (NTIMS) and Navy Training Management and Planning System (NTMPS) for implementation of the CNIC's Shore Response Plan (SRP) and Shore Response Training Plan (SRTP). - Research, evaluate, and assess installation training and exercise programs. - Generate Ashore response programs and assess effectiveness of integration of Navy Mission Essential Tasks (NMETs) into shore training, exercises and assessments to inject training performance/lessons learned feedback. - Plan, develop and assess fielding tactics, techniques and procedures (TTP) for installation training requirements. - Develop strategy and plan to provide continuous evaluation of Installation training inputs, processes and outputs to assess training effectiveness and to report effective feedback to improve training quality and efficiency. - Generate Monthly Training Reports and Lessons Learned from completed training, exercises and real-world events Knowledge Required: - Knowledge of Universal Joint/Navy Tasks Lists, Joint Mission Essential Task List (JMETL), and (Navy Mission Essential Task List (NMETL) and their inter-relation to individual, unit, and group training. Experience conducting training related assessments, incorporating NMETs and JMETs into training programs and training event assessments and prompting training performance feedback into training programs. - Knowledge in risk management, administration, statistical analysis or financial management. - Knowledge in exercise planning capable of coordinating and assessing CNIC Exercise program; ability to analyze exercise results, promulgate lessons learned and best practices - Knowledge of curricula objectives and evolutions including approved training procedures, safety precautions, emergency action plans and procedures, training facilities and equipment. - In-depth knowledge of the principles and techniques used in designing training programs and applying design methods to the improvement of instructional effectiveness. - In-depth knowledge of the principles and techniques used in designing training programs and applying design methods to the improvement of instructional effectiveness Required Experience: - Bachelor of Science (BS) Degree in training and education or equivalent experience. - Minimum of Six years experience in executing training and exercise programs. - Proficient in Microsoft Office Suite. - In depth knowledge of the Navy Warfare Training System (NWTS), Navy Training Information Management System (NTIMS), and Navy Training Management Program (NTMP). - Mastery of analytical and management theories, principles, and practices. - Performance of duty will require access to classified DOD computer networks, databases and information management systems.
