Payroll and Benefits Manager
Maintains knowledge of legal requirements and government reporting regulations affecting payroll and benefits and ensures policies, procedures, and reporting are in compliance Implements new regulations related to payroll laws and communicates law changes to all concerned Prepares and presents monthly, quarterly, and annual reporting as required by law and company policies Conducts semi-annual payroll analysis and elevates and issues or concerns Works closely with HR Generalist to ensure employee changes, terminations and hires are completed per the payroll calendar or as required by law Conducts payroll and benefit audits to confirm payments, deductions, and billing are accurate Works closely with operations management to implement required wage and hour laws to avoid wage/hour violations requiring payments of payroll penalties Reports on a daily or weekly basis any violations or penalties to management Ensures payroll and HRIS system are used to their fullest capabilities Responsible for developing and implementing policy on record keeping for payroll and benefit plans Supervises and manages employee workload and ensures cross training of function Plans and schedules payroll calendar Ensures time and attendance systems are properly utilized Serves as key management contact for service suppliers such as payroll system, benefit providers and time/attendance system providers Responds to inquiries regarding policies, procedures, and programs Oversees the administration of all benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance Directs computation of pay according to company policy for each facility Directs compilation and preparation of other payroll data such as pension payment, wage garnishment, insurance payments, and credit union payments Reviews records to determine names, rates of pay, and occupations of newly hired workers, and changes in wage dates and occupations of employees on payroll Records new or changed pay rates in payroll register or computer files Establishes policy for pre-audits of input data to verify authenticity of output in daily payroll and file maintenance Interprets company policies and government regulations affecting payroll procedures Directs preparation of government reports and company reports Reviews payroll to ensure accuracy Evaluates payroll / benefit errors and establishes permanent corrective actions to prevent future errors Manages the work schedules to ensure internal customer service levels for payroll and benefit departments are met Bachelor's degree from four-year University required 5+ years of payroll experience in a high volume environment in a supervisory capacity Multi-facility and Multi-state employer experience Built on more than 30 years of expertise, The Mergis Group is a specialty recruiting firm committed to helping professionals make the best career choices.
